You must use/click on the seed in your bag. Walking up and clicking the magnifying glass only generates a message about planting a seed.

It seems that after you use the 3 seeds and it's time to turn in the quest, the "?" does not appear on the map/minimap. You need to turn it in to Sylvia Whisperbloom who is standing at 60, 17. There is a blue dot on the minimap instead of the "?".

Also, use the quest log to plant them, they won't work if. you click on them in your bag.
It will plant the appropriate seed.

As of the time of this comment this quest seems completely bugged. I'm unable to make any progress. Have tried clicking it in my bag, have tried clicking it on the quest tracker, etc. Does not give credit for planting. 0/3 seeds planted. I'm going to make a ticket. (UPDATE) Make sure you are not in a world quest group, because for some reason Blizzard decides that affects my ability to complete a quest.

Description

For years I worked with Denalan in Teldrassil. His research will be the foundation of how we will restore these seeds. The first step: we must coax them back to life, allowing them to grow into vibrant blossoming plants. I have located suitable patches of soil where the plants can take root and grow, revealing their true potential. We will plant one small, one plump, and one gigantic seed to observe how the quality of the seed can sprout different growth.
