Problem for me on this quest, Duroz isn't die so kolgar don't give me the quest..

This quest is probably time gated, most likely weekly. The Bitter End was up for me now after reset, ending with Kolgar Flameguard and the Ruby Whelpling going into Ruby Lifeshrine inn at the base of the first platform and sitting down at a table. FYI, the whelping goes to sleep beside Kolgar, didn't know whelplings got a sleeping animation for Dragonflight.
Hollow Quest most likely starts here.

The full quests for Duroz & Kolgar are:

1) Untold Regrets
2) Pain Management
3) The Bitter End
4) Life After Life
5) Hollow

The quests are offered in 3 sections (1+2, 3+4, and 5). Each new section becomes available for your character after the next weekly reset.

The quest appear on the map, but when I get there, there is no quest

It's been at least one weekly reset if not two for me after completing the first pair of these quests -- Untold Regrets, and Pain Management -- and Kolgar is nowhere to be found in the ground floor inn at Ruby Lifeshrine. No NPC, no quest offered for the next step (The Bitter End). Not sure what's going on. :(

This might actually be one of the few times when the time gating actually makes a bit of logical sense. To have this quest immediately after it's predecessor wouldn't make a lot of sense. As I understand things, this quest will unlock on the reset after you complete pain management (IE if you did it Sunday then this quest would show up that tuesday in the US). I have to admit it was a bit heartbreaking to land and see him there with the dragon whelp curled up on him.

Oh man, I was not prepared for this. Sobbing over the fact the little whelp is curled up over his heart :(

And then it follows Kolgar all the way inside the building and curls up beside him.

I had trouble finding Kolgar. No quest of mini-map or above his head. Then I turned on Tracking, Trivial Quests! Is is down by the lower pool near the bothersome bees. Look by the stairs.

The NPC dialogue that takes place during this quest:

After players have completed Pain Management and the weekly quests have reset, they will walk up to a different scene than before.

Kolgar notices you and quickly wipes his face on his forearm, clearing his throat roughly.

Kolgar Flameguard says: <name>, I-- I'm sorry to pull you into this.

After the player accepts The Bitter End, Kolgar turns his attention back to Duroz's body.

Kolgar Flameguard says: You knew, didn't you? Is this why you wanted to come here?

If Kolgar is spoken with during this time, he says:

There's never enough time. Not for anything we need to do.

Once players reach Bathoras, interacting brings up the following text:

Oh, greetings once more, <name>.

I have been able to make a few more batches of that medicine with all the herbs you brought me.

Duroz began refusing it earlier today, but I may be able to make use of it elsewhere.

The player has the option: <Tell Bathoras about Duroz's fate.>

Bathoras says: Let us go. Life is a cycle, but it is not without pain that it turns.
