So, on the official website of WoW: Shadowlands in Portuguese "the Arbiter" is defined as a female being (a Juíza). Since the city of Oribos, where this entity is located, is older than time itself, could the Arbiter be Elune or be associated with it?

This is most interesting. With the Jailer seemingly the "big Bad" in Shadowlands and Sylvanas working with him, I hope we get to kick her butt and have her head on a spike.
An insightful and well-written article. With the limited information we have now, I believe the Arbiter could be the spirit of Azeroth herself. Blizzard mentions that souls are "brought before her", and that the Arbiter predates the Titans by some accounts. Azeroth having a presence in the Shadowlands could also explain why, when we die in the Shadowlands, we won't be consumed by the Maw. In the Q&A, Blizzard said, "Our connection to Azeroth was always tethering us. In Shadowlands, Azeroth still needs us - aesthetic is different but that story is still the same." What better way for us to be saved than by the nascent Titan herself? We're her Champions, now, so we're more important to her than we've ever been.While she might not be ready to wake up in a physical sense, it'd be cool if she has some sentience in the ethereal realm of the Shadowlands. As for the Jailer... all I can assume is that he is the Master of Death, he has a strong connection to the Void, but he may not necessarily serve the Void Lords. Very interested to see what Blizzard does with him (besides inevitably making him the final boss of the expansion).Last note on Argus: I'm not entirely convinced that he's connected to death. Internal names for spells and abilities don't sell me on the idea. Death could've been his working frame while he was in development, and upon release death became unmaking. If there are other sources where he's confirmed to represent death, or have some connection to the Shadowlands, then I'm not aware of it. However, if the Shadowlands do indeed encompass all worlds, then it's not outside the realm of possibility.

I really hope this expansion is the last we see of Sylvanas, and hopefully they don't pull any "double agent, actually a good guy" stuff. She caused a world war, there's no way she's good.
