I mean fury warrior already has this....Like right now... Our WW granted cleave only hits 5 targets.
Wonder if they could work in diminishing returns for all AoE abilities based on the number of targets hit. Probably not, if they're contemplating a hard cap instead. I can see what they're trying to do. If they want to tone down burst AoE, I'd at least want to run a few M+ dungeons to see how that feels. The tanks I run with hardly pull more than 6 mobs (intentionally) at a time. Obviously, that means I'm not pushing the highest keys, just +17s-20s.

Almost a guarantee that those most against this are either rogues and DHs or those in M+ groups who pull 50% trash in a single pull WITH a rogue or DH.They want to tackle mass pull issue that's come up over the past 2 xpacs and this is a good change in that regard and honestly for the game.How do you know there will not be an additional change to the dungeons and raids that we have yet to see too? Less trash, tougher mobs or a change in how M+ even works. Just because they make one change that you don't like doesn't mean it won't have an additional change to go along with it that makes it good in the long run.But I'd like to get a point across for everyone who just says "this is bad, this is a !@#$ change and leaving it at that".We are coming up to an extremely important time for feedback about WoW after having survived through BFA and it's terrible systems for so long. If you think this or any other changes are terrible then please explain WHY. Why is it important for you to pull the dungeon in 3 mass packs or otherwise how do you feel this will actually change your gameplay? I get the old content argument but that is honestly the only thing that I see as valid and even with that it's still old content.If you don't have actual feedback to help the developers figure out what you want then don't say anything because you are just making them want to avoid reading through comments on whatever platform you are raging on where they then could be skipping or missing quality feedback that they could use or learn from.

I keep thinking they do all of these "slowing" changes (like the GCD) to "optimize" their servers and not because of any real game play reason.
Good. BFA was all about who can AOE quicker, and harder. Leaving classes who literally couldn't, without a chance. Good change to AOE.
I think that, if they stick with this change for DPS specs only, and leave tanks able to hit all targets, then it makes pretty good sense. Think about, say, chain lightning. It has a cap, always has. Setting these DPS cooldowns to have limitations lets them have a sweet spot of efficiency. It also brings further value back to various single target abilities. Plus, if dungeons get adjusted to have smaller pulls, even better. To me, this is a good change.As for old content, the number of targets you hit no longer matters at that point because they will die pretty damn quick. Also, I imagine that some abilities (example, Earthquake) will retain the functionality of hitting all targets. It's also very possible that not all of the relevant changes are in place at the moment, so if there's an ability a certain class has that will outplay your class and trivialize your place in a group, then speak up about what those abilities are. But do so from the context of this change being a foregone conclusion.To reiterate what the fellow before me said (Rybear), if this bothers you, communicate in detail why, just as I'm communicating in detail why I support this change.
This is really stupid, stop balancing this game around the stupid MDI.
This post doesn't include the windwalker changes to FoF or SCK. Both have a target cap of 6 now.

Sure, they could do more damage at the max target value, but the lower cap could still do more damage overall. Not every pull will be max-targets, especially early on.
