This is crafted using Somnowl Feather Strand and a Quality 3 Runed Writhebark. Runed Writhebark is crafter by using the Inscription profession and can be purchased from the Auction House, it doesn't appear to have a minimum quality requirement.

To create the Somnowl Feather Strand, you will need to collect 5 x Soft Somnowl Feathers and bind them together using a Silken Thread.

To collect the Soft Somnowl Feathers you will need to find Somnowls i the Emerald Dream sub-zone and cast Hibernate on them. Once they are sleeping you can click on them to channel a short cast of Carefully Pilfering Feathers to pluck a feather. After you gather a feather, the Somnowl will get the debut Recently Plucked, which prevents you from plucking the same Somnowl again within the next 5 minutes.

Note that if you hibernate a Somnowl in flight they hover in mid-air. Make sure you can reach the Somnowl you choose before you sleep them. It appears that Watchful Somnowls, Vigilant Somnowls and the Playful Somnowlets are immune to hibernate.

Sorreldown Somnowl around 54.97, 76.73 are plentiful and work for this task.

While none of the owls I encountered were immune to hibernate only the Sorreldown Somnowl allowed you to loot the feather. If you’ve unlocked pathfinder you can loot them them in the air using your flight form. They do not need to be grounded. It took about 5 minutes to loot 5 feathers and the silken thread and runed writhebark can be purchased on the AH.

Here's what I did to farm all 4 Silent Mark + Mark of the Slumbering Somnowl + Pollenfused Bristlebruin Fur Sample forms in 1 sitting:
Silent Mark of the Umbraclaw -> Mark of the Loamy Umbraclaw
Silent Mark of the Dreamsaber -> Mark of the Evergreen Dreamsaber
Silent Mark of the Dreamtalon -> Mark of the Thriving Dreamtalon
Silent Mark of the Dreamstag -> Mark of the Lush Dreamstag
Soft Somnowl Feather -> Somnowl Feather Strand -> Mark of the Slumbering Somnowl
Pollenfused Bristlebruin Fur Sample -> Pollenfused Bristlebruin Fur Sample

1st: Fly to /way #2200 63.7 39.1 Pollenfused Bristlebruin Fur Sample and loot Pollenfused Bristlebruin Fur Sample on the ground to obtain Pollenfused Bristlebruin Fur Sample.
-You can obviously do this part whenever it's convenient for you ^^. Edit: if you can't see the object on the ground- go to the bottom of this comment.

2nd: Purchase all 4 Silent Mark of the <Name> from Thaelishar Groveheart, which you will use on the various mobs, what mob type is indicated on the marks, until you get the item with the form. It takes many tries and they get a 5min debuff that you need to wait out before you can use an item on the same mob again.
-I didn't count, but it took more or less 10 per mob type like others have reported.

3rd: Assuming you're now at Thaelishar Groveheart (else start with Umbraclaws), fly to /way #2200 55 38 Dreamsabers for the Dreamsabers.
-You can find more if you follow the spawns east-ish from this waypoint, I recommend getting every Dreamsaber that you see without searching too hard...should be easy to find around 6, if you do then you should only need to return one time.

Then fly to /way #2200 47 45 Umbraclaws for the Umbraclaws, return here every 5min.
-There are only 3 Angered Umbraclaws here, if these aren't available and/or if you only need Mark of the Loamy Umbraclaw then check other comments for better Umbraclaw spots (user "Oyanum" suggested /way 38 71 in another comment). Also note that it does not work on Verdant/Tamed Umbraclaws and possibly others as of 09 Nov -23...for whatever reason).

While you're waiting for the debuff to fall off the Umbraclaws, go to around /way #2200 52 50 Dreamstags, Dreamtalons and Somnowls and do the same on Dreamstags and Dreamtalons and here you can also cast Hibernate on Somnowls then right click them to loot 1 Soft Somnowl Feather.
-You need Soft Somnowl Feather x5, then you can combine them with Silken Thread (found on tailor vendors or the AH) to get Somnowl Feather Strand which can then be combined with Runed Writhebark (must be rank3) for Mark of the Slumbering Somnowl).

As said previously, after 5min go back to the Umbraclaws then the Dreamsabers, then whatever you have left of the rest and repeat until you got everything.

Edit: Apparently there is a phasing issue due to quest states with Pollenfused Bristlebruin Fur Sample, I.E. if you've completed a certain quest(s) you won't be able to see or interact with the object on the ground that contains Pollenfused Bristlebruin Fur Sample.

Potential solutions others have reported:
* Getting invited to a party by someone who didn't complete the quest(s) yet and using the party sync feature may get the object on the ground to appear, assuming you're able get phased to the correct quest state this way. They can be any class as long as you are a Druid.
* You can get it on a Druid alt that is level 60 or above without having to progress anything in the Dragon Isles.
(I can confirm that all forms I have, including this one, are account wide...as an old level 30 Druid of mine has access to them without doing anything.)

Several commentors report that the latter works with class trial Druids as well: get a Mage portal to- or complete the Dragon Isles intro quest then fly to- Valdrakken. You should then be able to use the Emerald Dream portal (located above the bank)...if not then try talking to Alexstrasza first. Also use the item that skips the intro quest to the Emerald Dream if/when you get it.

42, 53 is a good spot. More than 5 just chillin on the ground.

Dusty Somnowls around 34 , 58 also work for this. (Some are on the ground, some are perched up on the branches above)

You can use Hibernate on the somnowls while they're flying, too. You have to not be flying while casting, but once they're stunned you can fly up and get your feather.

Just an FYI to help speed the process for people gathering the feathers from the Somnowls -- it seems like sometimes the mobs can bug out or just not give feathers, so if you ever have all the Owls in a given area with the debuff, forcing the mob to enter and then leave combat will remove the "Recently Plucked" debuff. Just pull them, run away and wait for them to reset and the debuff will go away, allowing you to pluck them again faster.

This is usually faster than finding more Owls as the spot at 54:76 has the highest density I have seen and some of them will bug out or just not give feathers. Say you have 3 with the debuff, pull them all, run a ways away, and once they're reset you can pluck them again. GL =)

As I tried this, Watchful Somnowls don't give them. They are not clickable before or after the hibernate cast. I had to find Dusty Somnowls.
