Maybe some people who leveled some toons during Turbulent Timeways, left it, and still have this XP buff running - if the Event isn't Turbulent Timeways, then any future Timewalking week (like normal Timewalking) will not refresh the buff.

Interestingly, I have a character who had a couple of stacks of this with some time remaining, and when I logged in today I noticed that the tooltip has been updated, and now reads that it will grant 60% at four stacks.
