Quest is bugged, had to abandon it and re-do it several times before it finally worked, but it did eventually work.

Phase shifting by turning on war mode and coming back fixed the error for me.
Seems you just need to "shard hop".

The way it worked for me:

Abandoning and retrying didn't work after several tries.

Eventually picked up quest, closed game totally, reloaded and put items in brazier - worked!

When you see the vision, you have to stand there and wait for some time. I didn't time it, but it was around 1 minute probably. Some of the NPCs leave the site right before it's done.

I also tried everything mentioned and workaraounds until now, and neither didn't work for me:

Abandon quest and pick it up again. Tried this 10+ times.
Relog/reload/exit game
Stepped out of the ring. Might've helped, I was standing out of the ring. Doubt that's the issue though.
Shard jumping. Might've worked, I was a bit impatient with the waiting thing when I jumped.

Try stepping as far back as you can when clicking the fire. it worked immediately for me. your results may vary

I assume there was supposed to be an actual cutscene here? They talk about seeing Bovan. Might also be why you have to stand around for like a minute after clicking the incense burner, because you're supposed to be watching a cutscene.

You just need to wait a bit between taking the quest and using the item on the ground. Waaaaaaiiiiiit for it.... and it works!

After abandoning and re-accepting the quest several times to no avail, I tried placing the incense and flying out of view distance, then coming back. As the NPCs came back into view, they started talking and progressing the quest again.

I am at a bit of a loss here how stupid is Baine? By his logic we should never trust a Tauren because the Grimtotem's are a thing?
