u can see this quest up only after u complete certain main chapters of Thaldraszus

which means if u only do side quests, u won't see this quest from Captain Drine

This quest becomes available once you complete Valdrakken, City of Dragons, the first part of the Thaldraszus campaign.

If you are unlucky like me, you probably abandoned this quest at some point on your alt.
The first quest will unlock once you finish the main story in Thaldraszus like many other people mentioned, but it's also unlocked on your alts if you finished the main story with your main char.
If Captain Drine or Investigator Erima don't have any quest for you, you can go directly to /way 42.85 81.75 and Investigator Erima will probably be there waiting you for the follow up quest.

I present You Storyline Misty Vale. This Storyline is part of Sojourner of Thaldraszus which is criteria for Loremaster of the Dragon Isles.

Quests in order I done:

1. Chaos and Commotion - Quest start from Captain Drine /way #2112 56.09 40.24, Teleport to bottom location and speak with Investigator Erima then press on Inert Runestone 60.97 40.55 then speak with Aesthis after that move to exit of bulding and pick up Dropped Page Saboteur's Map wait in that location.
2. Follow the Clues - Go to 42.72 81.91
3A. Detonation Locations - Collect Misty Vale maps: Mistyvale Map: Training Grounds, Mistyvale Map: Butterfly Garden and Mistyvale Map: Black Market Auction House. Location /way 43.46 81.91 on post /way 43.55 81.10 on tree /way 44.29 80.88 in tent on crate
3B. Rebels With a Cause - Kill 10 rebels and Primalists.
3C. Ruin the Runestones - This Quest You can pick up from Unfinished Runestone /way 43.55 81.00, Destroy 2 caches of incendiary runestones: /way 44.37 81.42 /way 44.26 80.43
6. Maldra's in Hot Water - Slay Orian Darkwater /way 42.81 80.14
7. Chasing Waterfalls - Collect 35 Fallingwater Mote from elementals.
8. To Breach a Fire Wall - stand in cyrcle and use extra bar.
9A. Ring of Fire - Quest 9A-9C in cave /way 43.40 78.98, Go /way 44.56 78.18, and speak with Maldra Flametongue then kill all waves.
9B. Fracture the Foci - Destroy 4 Primalist Focus.
9C. Worst of the Worst - Kill 3 rebels and 4 elementals
12. Report on the Rebels - Report back to Captain Drine /way #2112 56.09 40.24, after this quest Storyline finish.
