This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head down into Dalaran's sewer system, known as The Underbelly. Navigate into the central chamber and locate Harold Winston who is standing on the side. Next to him, there is a small bedroll with a pink/white striped pillow; the book spawns tucked into this pillow.
