Ive sent tickets but Blizz just tells me the same thing. Just to try turning off add-ons, checking wowhead etc etc

For the River Rapids Wrangler achievement, you must catch 40 fish in one run of Ruriq's River Rapids Ride by boat The Fallstrider with Ruriq on board at the Kauriq Gleamiet on the small lake, in The Azure Span, northeast of the Azure Archives.

As a reward you will get the toy Tuskarr Dinghy, a small boat with which you can swim across the water.
If you haven't already done you need to start the quest line at Ruriq beforehand to be able to do the achievement.
The quest is also available as a world quest Ruriq's River Rapids Ride where you need to catch 25 fish if you have already unlocked the world quests.

When you start the quest or achievement you will get Caught Fish where you can see how many fish you have already caught.
It is best to try to catch single fish with Throw Net and multiple fish with Drop Wide Net.
Try to catch 14 fish at the top of the start before the first waterfall and 22 fish before the second waterfall, then the chances are higher to get the achievement, that's how I did it.
Turn the camera to the back and try to catch the respawn of the fish as well.
The stupid thing is always when the boat turns fast, but after a few tries you know about how to turn the camera.
Sometimes the fish are not caught even though the net lands directly on the fish, and that is very angry.

With a little bit of luck it works well. I wish you good luck with the achievement. :-)

If you cannot find him with the above useless coordinates for whatever reason (done different quests maybe) You should be able to find him at 45.47 54.16

Just completed this today. You have to do a few prerequisite quests, Mammoths Matter, Culling the Cullers, Tackling the Falls, Ice Breakers, The Gleamfisher, and A Wrestle of Wind and Water before Ruriq will offer the quest Ruriq's River Rapids Ride.
