Found him today next too Watchmaster Boromod, with all the weapons up for sale for 1750 anima, i am revered with the Ember Court.

You only need revered Ember Court. Shows up even if you have a rank 1 upgrade.

Just to clarify, Freeman is in the outside world near Watchmaster Boromod, NOT inside the actual Ember Court scenario.

For some odd reason, this NPC only showed up for me after completing the Undercover Security quest which comes from the 250 gold Security item you buy from Temel.

Ok, after fussing with this guy on multiple alts, you seem to need to do all of the below to get him to show up (read my comments at the end before starting for a possible shortcut):

1) Revered with Ember Court
2) Unlocking Security (Watchmaster Boromod) using either Building: Guardhouse or Letter of Note, Premier Party Planner purchased from Temel
3) Unlocking Venthyr Volunteers - 1st security option by doing Ember Court: Venthyr Volunteers
4) Unlocking Stoneborn Reserves - 2nd security option by doing Ember Court: Stoneborn Reserves (This one can be painful for undergeared toons or no flying-if so: get help, zereth mortis gear, and/or wait for a WQ to be up there and join a group)
5) Using Staff: Bouncers purchased from Temel (you do not have to actually unlock the 3rd security option, Maldraxxian Army)

Now for my last alt, I also had to do the new quest that now pops up from Boromond, Undercover Security. However for this alt, Freeman was standing there after doing step 5 above. If Freeman isn't there for you, try a log out 1st and if that doesn't work do Boromond's quest.

The only other thing I would try IF I had another alt that needed Freeman (which I do not thankfully-the life of a collector...5 ember courts is more than enough!), is to try buying the Staff: Bouncers item before doing the 1st and/or 2nd security options and see if that brings Freeman or gives the quest from Boromond. Its the only thing I didn't try this time around.

This stuff was such hit or miss trying things and finding out about the tmog available from Freeman late in the process. I truly enjoyed the Ember Court on the whole but some of it was pretty frustrating.

Happy trails-I have all the tmog and achievements now-I'm done with the court!

does he sell all the weapons to one class or do I have to be the specific class to get and use the weapon appearance because I want the two handed sword for my pally but doing it on a dh
