This book is in the room directly after the Map Chamber, where the boss Bromach is. Deafeat him and run to the next room when the doors open. Across the entranceway is a broken bench. To the right of the bench you will find Observational Report: Earthen.

This is found in the Dragonflight version of Uldaman, hidden within the Ancient Volume object. There are five of these objects within the dungeon:

The first can be found in the room after the second boss, on the floor to the right of a broken bench across from the door from the boss's room; it contains the Observational Report: Earthen.
The second is in the third boss's room, on the left side of the lowest shelf to the right of the exit door; this one contains To My Staunchest Allies.
The next one is located in the room before the fourth boss, on the left side sitting atop one of the three chests; this one contains Edicts of the Prime Designate, Volume 742.
The fourth one, which contains Wreckage Analysis Report, is to the right as you enter the large circular room after the "Gamma" mole machine (this is the room right before the infinite dragon flight makes their appearance).
The fifth and final book is in the room before the last boss, on the left side under the middle bench; it contains Wreckage Analysis Report.
