With the start of the event, it's hopefully just going to be one of the event days where the community will get one location as a quest and then clues for the others.

1. First Dirt Pile - 55.3, 59.5 in Eastern Plaguelands, behind the building
2. Second Dirt Pile - 42, 48 in Felwood, under the water
3. Third Dirt Pile - 42.74, 30.70 in Thousand Needles (thanks all, went out for dinner). Cave mouth at 44.0, 37.3 (under water), thanks @blackadmin. Dirt pile is at the end of the cave at coords.
4. Fourth Dirt Pile - 35.3, 48.9 in Shadowmoon Valley (WoD)
5. Fifth Dirt Pile - 26.2, 68.5 in Netherstorm (Outland, BC). Three players must have their Torch of Pyrreth (toy) equipped and stand near the smaller crystals to spawn the Loose Dirt Pile in the center under the large crystal for one minute. Others can complete the torch part and you can loot.
6. SIxth Dirt Pile - 56.74, 21.49 in Valley of the Four Winds (MoP) - Inside the big mouth (fly up to it)
7. Seventh Dirt Pile - 25.25, 71.48 in Azure Span (Dragonflight). Have torch toy up, stand next to snowman by the ice rock.
8. Eighth Dirt Pile - 63.88, 72.53 - Dragonblight (Northrend) - next to dragon bone hand
9. Ninth Dirt Pile - 46.09, 50.66 - Northern Barrens (Kalimdor) - On top of a hill overlooking The Crossroads
10. Tenth Dirt Pile - 64.7, 55.4 - Near the Dark Portal in Blasted Lands (Eastern Kingdoms). Use torch to light the pillar.
11. Eleventh Dirt Pile - 57.89, 26.36 - On a floating island in Nagrand (Outland, BC). Fly up to it, behind the tree.
12. Twelfth Dirt Pile - 53.39, 87.49 in Highmountain (Legion), on top of a mountain top
13. Thirteenth Dirt Pile - 68.79, 73.38 in Western Plaguelands (Eastern Kingdoms). Next to 2 carts (between the second cart and the castle). - This one is out of order, but was discovered at this point. | May not count towards achievement
14. Fourteenth Dirt Pile - 36.81, 35.77 in Grizzly Hills (Northrend, Wrath). Alliance talk to Gordun at 36.84, 35.66, take log ride, pick up pile at end. Horde talk to Darrok at 35.1, 34.7 , take log ride, pick up pile at end.
15. Fifteenth Dirt Pile - 73.2, 39.5 in Dragonblight (Northrend, Wrath)
16. Sixteenth Dirt Pile - 38.7, 55.0 in the Timeless Isle (MoP). Next to boss in center of arena.

There's a bug where if you loot one (or two) dirt mounds, then log out and log back in on an alt character, you'll receive credit for 2 more dirt mounds. Yes, you can complete the two achievements related to dirt mounds this way. Just log out and log back in on an alt for 1 or 2 additional credits... (I'm not sure if this works for characters below level 60).

EDIT: The avhievemente is not BoA anymore, so you gonna need all dirt mounds in one character.

I obtained the first 3 buried Satchels today and got 3/5 progress for the Community Rumors achievement.
However, I then opened all 3 satchels and now my progress on the achievement in the UI is 0/5...
Anyone else experienced this?

There has been another bug related to the event.

Logging in with different chars all progressed the achievement for already looted satchels. E.g. after opening two satchels on one char and logging in with 4 more different chars, you completed the 10 satchel achievement, because it counted the same completed quest IDs once per char. Of course this was a pretty easy thing to happen and you probably wouldn't notice, since there wasn't the typical "achievement bling" when logging in with the last char.

However, this way you didn't seem to get the achievement rewards. And as a fix, I guess, they hotfixed the achievements to not be account wide anymore. It's now a normal character specific achievement. It's still marked as completed for me, but the "Earned by: " section is empty and doesn't include a character name. At least I'm now able to re-earn them the intended way and (hopefully) also get the achievement rewards.

Fastest way to get the Buried Satchel:
(Remember to have your Torch of Pyrreth on)

1. For horde: From Orgrimmar>Teleport to the Undercity (portal in zeppelin tower)>Fly from there to Eastern Plaguelands. For alliance take Portal to Twilight Highlands>Fly from there to Eastern Plaguelands Alternative if you've done the pet battles Use your Dalaran Hearthstone>In Dalaran talk to Manapoof chose "Would you please send me to Stratholme">fly from there to the location in Eastern Plaguelands.
2. From Stormwind City/Orgrimmar>Dazar'alor/Boralus>take Portal to Darkshore (close to the war table for warfronts)>Alternative if warfront isn't in control. Take Portal to Hyjal>fly from there to Felwood.
3. From Stormwind City/Orgrimmar>Portal to Caverns of Time>fly from there to Thousand Needles.
4. For Alliance use Garrison Hearthstone>fly from there. - For Horde from Orgrimmar>Portal to Warspear, Ashran>fly from there to Shadowmoon Valley.
5. From Stormwind City/Orgrimmar>Talk to Honor Hold Mage/Thrallmar Mage near the Shattrath Portal to get to the dark portal in Hellfire Peninsula (you need the old zone to be active)>Fly from there (with own mount) to Netherstorm.
6. From Stormwind City/Orgrimmar>Portal to Jade Forest/Alternative get a Teleport: Vale of Eternal Blossoms from a Mage>fly from there to Valley of the Four Winds.
7. From Stormwind City/Orgrimmar>Portal to Valdrakken>fly from there to/use teleport towers to The Azure Span.
8. From Stormwind City/Orgrimmar>Teleport to Dalaran Northrend>fly from there to Dragonblight.
9. For Horde: From Orgrimmar>fly from there. For Alliance get a Portal: Theramore from a mage>fly from there to Northern Barrens. Alternative if you've done the pet battles Use your Dalaran Hearthstone>In Dalaran talk to Manapoof chose "Would you please send me to Wailing Caverns" fly from there to the location in Northern Barrens.
10. From Stormwind City/Orgrimmar>Talk to Honor Hold Mage/Thrallmar Mage near the Shattrath Portal to get to Blasted Lands (the new zone has to be active, else you get to outland)>Fly from there to the location. Alternative for Horde get a Portal: Stonard from a mage. As Alliance just fly there from Ironforge.
11. From Stormwind City/Orgrimmar>Shattrath Portal>fly from there to Nagrand.
12. Use your Dalaran Hearthstone>fly from there to the Highmountain
13. For horde: From Orgrimmar>Teleport to the Undercity (portal in zeppelin tower)>Fly from there to Western Plaguelands. A few additional things I've found:

You don't need to do them in order.
You don't have to collect them on the same character you are doing the Secrets of Azeroth questline with.
It seems the satchels are account-wide even though the achievement doesn't say it's account-wide. When you login to another character, it will show the progress earned and the satchel won't be there to loot on alts (at least for me).*
You don't need to be level 60+ to see and collect them, but the Azure Span one in Dragonflight would be tougher to access below 60.
Doing them on an alliance mage, a druid with Dreamwalk, or engineer for portal access may be fastest for getting around.

*Extra note: if you're doing it on two accounts simultaneously, the characters will both see and be able to loot the satchels as long as they loot one after the other. If done far apart from one another, the satchel will be gone when the second character goes to that area. The second one will not count as an extra satchel for the achievement, you just get extra tier 1 potions and grey items.

After reading through the September 9th 2023 "Haunted Azeroth: The Frightening and Bizarre" post by Blizzard, I located Satchel #10:

Go to Blasted Lands, and go to the top of the mountain between the Dark Portal and Shattered Landing. There you will find skeletons sitting around a shackled pillar. Go near the pillar and use your Torch of Pyrreth. The torch will interact with the pillar, and after a few seconds, the 10th satchel will appear.

To make Manaforge B'naar, Netherstorm without having 3 friends, go with 3 characters to the location... use the torch with one of them, press alt+f4 and connect with the second, do the same and connect with the third. .. hope the game opens quickly
