As far as I'm aware; the requirements for the Blueprint reward have been reduced.

On 12 may 2020, I completed my first daily and handed it in for the reward of 20x Encrypted Black Market Radio. I went on my way and about 5 minutes later i flew back over and noticed Steelsage Gao had another quest available, which was a quest to hand in the blue print to the tinkering station. I confirmed with a script that i had only completed one of the quests that had previously been stated you need to complete 3 times to be eligible for the blueprint reward.
