After killing the Sha of Violence boss (2nd to the last one), head outside to the right and clearing all nearby groups (for safety in jumping) then return to the doorway from the Sha of Violence boss and look for a statue head to the right of the first bridge before crossing it. Use a mount to jump on the neck and then dismount and continue to jump on the head climbing it like a ladder... Once on the head of the statue use the engineer glider to cross the water and land in the graveyard to the right - where one can click on the shrine for the buff. Next, we used a motorcycle mount to get non engineer up.. cross the water and jump onto the ledge just below the gy, have the engineer, who made the initial jump, sit with empty side car leaning, as low as possible off that ledge .. then have the nonengineer jump into the sidecar and one in the sidecar move them up into the gy and you are there - rinse repeat until all that needs it has the buff

You can get this without a glider, but it is a bit tricky. On the left side of the island there is a very narrow little path that leads up to the island. It is, however, blocked by a tree.
It is possible with some jumping around and wiggling around while mounted to get onto the coast and past the tree onto the island.

I have done this as a Goblin so it can definitely be done by small toons, it may or may not be easier for bigger toons, though. Mount I used was a horse , not sure if the width of the mount matters but if it does, anything similar should work.

I was out to solo the last achievement on my Rogue - and it was getting very annoying.
Here's how I got the buff (without being an Engi/Goblin):

Went to the tree as mentioned by Griffinsong, mounted up on my Mekengineer's Chopper and spacebarred whilst moving backwards (a lot) along the right hand side of that tree (Xuen side of the branch - was facing downhill, but spacebarring uphill) until eventually I landed on a tiny outcrop on top of the branch.
I then dismounted, and walked into the graveyard freely.

I managed to get up there. As I'm not an engineer, I tried the route using the tree, but after several minutes I gave up. I then killed the boss without the hit buf and got achievement. But stubborn as I was, I wanted to get up there ...

I then got up the big statue on the right after the previous boss, and used my hunter disengage ability and then used slowfall. I used the Skyguard cape from TBC, but any class or item ability should do. In fact the extra push from disengage might not be needed either as I managed to make it easily. Just aim right, and perhaps try a few times if you miss first.

I did respect for Glyph of disengage and crouching tiger but you probably don't need these.

It's slightly different to the tree method

go down the first steps after killing the Sha of Violence between the two statues but do not go over the bridge

Theres a small group on you right you will probably have to take care of
From there looking over to the graveyard you can see a small section rising out of the water
Using disengage from the just across the fence where the group was you can get to it, obviously you have your back to it when you disengage. The section is just below and right another statue
You can get onto it from the water by jumping then disengage again

Looking towards the graveyard, then to your left is a slightly higher section, mount up and jump to this making sure not to go to far

once on that section face away from the bit that looks like a snow covered path, which you cannot walk up and use disengage again, then turn around and walk up to the grave yard
15 minute buff

I cleared all the adds to the boss first just to make sure, got the achievement, solo survival hunter with ilvl 564
