There are multiple Steward statues with silver chests. One is up in Hero's Rest, behind the northeast stairs leading down to the teleporter.

Another is below Hero's Rest. Go back down to ground level from Hero's Rest and make your way down into the ravine called Firstborne's Bounty, where Baedos the elite tortoise is. You're looking for a pool with a waterfall that flows into a bottomless ravine.

Stand at the west edge of the waterfall, facing southwest, and jump down. Having a steerable slowfall like Hearty Dragon Plume helps you aim for the Steward statue. The silver chest is next to the statue, with an interactable tray at the statue's feet. Put the Ripe Purian on the tray, and a steward will run up and give you the key to the chest.

Don't worry about falling. If you jump off the edge and almost hit the chasm, you get stunned, then ported back up to the top of the waterfall.

You can access multiple silver chests, as long as you have enough Ripe Purians. After opening the first silver chest, talk to Elios and ask who the Steward of the Day is. Track down that Steward (there will be a flag on your world map) and give them a Ripe Purian. Then return to Elios for the gold chest key.

To complete this quest you need offer Ripe Purian to Silver Strongbox Tribute.
These Strongboxes are located aroud all Bastion, open your world map and check the locations.

The Ripe Purian given at the start of this quest is not the same as the Ripe Purian used to open silver key chests in Bastion. The one given for this quest can only be used on the silver key chest in Hero's Rest, and will not work on other chests (gives an error when you try and use it "Missing Reagent: Ripe Purian") and I think only the quest item can be used for the chest in Hero's Rest (needs confirmation).

For this first quest in Bastion:

Pick up the fruit in the bowl, on the mat to the right of Elios, the Steward
Take the stairs to the left of Elios (towards the portal down)
Turn left, and there is a statue of a servant next to the stairs
Click on the tribute bowl at it's feet**
An Appreciative Servant will arrive and give you a key
Use it to open the box next to the statue

Hovering over the chest next to the Steward shows what is in the chest and what key it requires, for example the Golden Key mentioned in Kryptaria's comment. Note that Coin of Brokerage are Unique (3) quest items. So best not to open a chest containing 3 if you have already found some.

** Edit: 4/1/2021 Levelled my second character (Kyrian Covenant rather than Nightfae) and though I could take the quest, there is NO tribute bowl to click on, as the posters above found. Raising a ticket.

*** Edit 14/01/2021 Fixed as of 12 January. My Demon Hunter is now able to complete the quest (it may have related to using Fates rather than questline to level).

The silver strongbox the quest requires, is not the one outside of Hero's Rest. It's tucked beside the stairs to the left IN Hero's Rest.

The top comment mentions this, but you have to open that specific strongbox to progress the quest.

Don't do this while in a raid group. It let me get the key and open the chest, but I didn't get credit for it, and now even after the chest has respawned, the plate shows the purian on it, and I cannot complete it.

I got the quest, got the fruit, but there was no tray at the statue. I did /reload. Still no tray. I exited the game and came back, still no tray. I abandoned the quest, and now there is no questgiver, no strongbox, no way for me to get this quest back. I put in a ticket with Blizz, but they're no help. So, since I barely started this covenant, I switched covenants and then switched back, still no questgiver, still no strongbox, still nothing. Still no help from Blizz. Anyone have ideas?

The statue and the bowl r in Hero's Rest. U gotta walk down the stairs at the north-east side, at a platform with an anima gateway. Just next to these stairs, in the corner, you find the statue. Coords 52,45

Just read the previous comments - here is my oddesey:
L60 146 Disc Priest playing for around 3 years.
Picked the fruit up at 52.5, 48.2
Elios, the Steward showed up for me at 53.2, 46.3
Note that the ? is visible immediately prior to picking up the quest initially, it takes a few minutes for Elios -the quest giver- to show up once the quest has been initiated by picking up the fruit.
Turned left, then down the stairs to the statue at 52.8, 45.2
Then nothing, no place to turn in the quest, logged out and back on - no joy, turned off the game and logged back in - nothing.
The ? shows up at the statue, indicating the completion point, the silver lock box never shows though and the quest can not be finished. Tried /script print(C_QuestLog.IsQuestFlaggedCompleted(62733)) and it came up false
Abandoned the quest, logged out and turned off the game, then tried again and had an exact repeat failure.
Extremely broken quest. Not sure what is going on with WOW just now, the problems are stacking up
The bugs are apparently multiplying; this is becoming quite frustrating, should not take and hour to figure out that a quest is broken – especially when the problem has been reported multiple times over a period of weeks....

Just got a reply for my ticket on January 10th, here's what the GM said:

My name is Saryndie and I will be looking into your case today. I appreciate your patience with our wait times, we are finally getting them back under control after recent events and releases!

I had a read of your conversation with us so far regarding the quest The Sweetest Tribute being bugged in multiple ways. I can definitely understand your frustration here, I remember doing this one myself, and it really shouldn't take days to complete.

We are aware of both of the issues - the NPC being missing and not being able to place the fruit in the bowl, and we hope to have both hotfixed now, or as soon as the hotfixes can be deployed. Please allow for up to the weekly resets for the hotfixes to take effect - some hotfixes need server restarts to work.

If you are still having trouble after the resets, please don't hesitate to make a new bug report with the details, so our developers know to go back to the drawing board on this one: https://support.blizzard.com/article/000172958

Not working for me either, its been broken for over a week now unfortunately. Accept quest, and tray/lockbox never appear but the circle is on the mini map indicating the location. Frustrating!

This quest appears to be working again. I held onto this quest and the fruit after I read about others' experience here. I visited Hero's Rest today, and both the tray and chest were present when they hadn't been before. Hope this helps others.

MAJOR DETAIL:
After completing this quest you'll be able to use the limited time item Ripe Purian to open Silver Strongbox located all over Bastion. One of the properties of these Silver Strongbox is they only spawn when certain Callings are active. I just successfully completed the quest today, however I can only remember one of the active Callings (because I had already completed them for the day at the time of turning in quest). The one I remember was A Call to Revendreth.

Like many commenters here, I was not able to place the Ripe Purian on tribute dish because it didn't exist, and neither did the treasure chest. So I kept checking back then happened to read the comments on Silver Strongbox mentioning active Callings as a prerequisite for some Silver Strongbox. So I checked if it was there and sure enough, everything was there and I could turn in the quest.

So I've checked that there were bugs, but mine is different - I have this quest, can see the owl dude, see the bowl, have picked up the Ripe Purian (the correct one) but when I try to place it in the bowl it says 'Missing Reagent : Ripe Purian' so idk, wtf? Time to log another ticket or any other bright ideas?

So I accepted this quest, and I had a Purian Fruit in my inven, I went to the statue and tray, and it said I was missing the required reagent so I deleted the fruit, got a new one, went back to it, and it was still saying it was missing, after about 5-8 mins of messing around I deleted the quest, reaccepted it, and was able to place the fruit in the tray.

TL:DR Missing reagent when you obviously have it? Delete quest, reaccept, voila! :D

It looks as if you have to wait for the Silver Strongbox to spawn next to the steward statue, then the offering tray will have spawned as well, the other side of the statue.
I've been unable to complete this quest for a couple of weeks now as there was no offering tray for the purian fruit. I don't know if Blizzard have fixed a bug, but today I could complete it. The offering tray had spawned. The difference was the Silver Strongbox connected to the quest had also spawned.

For me this quest was bugged a couple of days ago (No workaround), but now I have picked up the quest again and they have fixed it and its a really simple quest now.!

If you are impatient like me and interrupt looting the chest (and it and the key despawn without receiving the loot) check your mail. I wanna say the chest contained gold (which I did receive when I initially looted it), anima items and vendor trash; the anima items showed up in my mailbox quickly after I realized I didn't receive the other items from the chest.

The tray and chest are not next to the Stewart, they are down the stairway on the western side, next to a stature of a steward.

The tray and chest is on the platform with the Gateway to Hero's Rest. At the right of the steps if you are facing them. The way point is 52.82 45.23

The problem is that the steward gives me a Silver Key. You need a "Golden Key." Where do you get that?

From the questgiver, to to the top of the stairs at /way 52.88 45.59 Go down the stairs and to the left you'll see an owl statue in the corner between the steps and the rock wall. You'll need to put the fruit in the bowl to your right (cogwheel will appear). then you could open the chest.
