If your toon don't have access to Drustvar, complete the following quests:

interact with Scouting Map /way 40,5, 69,9 (The Great Seal)
select Zuldazar Zuldazar
speak with Nathanos and complete the quest The War Campaign
complete the quest The Kul Tiras Campaign (select Drustvar in this quest)
complete the quest Foothold: Drustvar
complete the quest A Trip Across the Ocean

To complete this quest you have to go to the BFA area Drustvar and speak with Ulfar .

If you don't have fly mount for some reason roud up the hill starts at
/way 44.65 40.07 road up the hill to Ulfar

If you never done Bfa Content as a horde player here is what you should do:

For Horde players who never done the prequels before:

Go to The Great Seal - Zuldazar and use Scouting Map
/way Zuldazar 57.78 44.34 Scouting Map
/way 40.53 69.91 Scouting Map (in The Great Seal coordinates)
Complete a prequest:
1. Zuldazar select from the map
2. The War Campaign - speak with Nathanos Blightcaller nearby
3. The Kul Tiras Campaign - select Drustvar
4. Foothold: Drustvar
5. A Trip Across the Ocean
6. Drustvar Ho! - now you can go to the Ulfar location
7. Speak with Dread-Admiral Tattersail on the ship and sail to Drustvar

To people who are Horde with no access to BfA and Drustvar (but do have access to normal flying), and don't want to do the questline, here's a tip:

Use the Boralus boat in Stormwind.

Take the Cataclysm portal to Twilight Highlands (that's the closest for most people who have access - on the Cataclysm portal section in Oggrimar)
Fly to Stormwind, go from the outskirts, you can avoid the city and the guards if you come from the top or bottom (watch the Fatigue)
Go to the Boralus boat (it is the boat with the green anchor flag, at the bottom / left most of the harbor
Sit down on the boat. You can fly up to the rafters up top and perch there.
Watch for enemy Alliance players. Sneaking like this means you will usually go undetected, but be careful. Keep on your flying mount and then land on the boat till the last second.
You might get bugged and DC'd. I tried flying around on the boat but it DC'd me everytime and sent me to Westfall. Landing on it did the trick. You might have to try this a few times.
Once you've ported to Boralus, fly up as soon as you can and go to Drustvar

For people without BfA flying:

You can still fly to Stormwind with flying which I assume you have since you are at Level 60. But as soon as you port into Boralus, you'll have to swim and then run on a land mount. I estimate that it takes 5 more minutes and then more minutes to do the Drustvar quests. Better than nothing and waiting for a few days or even weeks for a Blizz hotfix.

Whole thing is a 5 minute detour. Until Blizzard hotfixes in a quick port, this is a very useful detour skip for alts since most alts won't have BfA activated.

I believe there is some sort of bug, because no one should have to find a creative way to get to Ulfar. As soon as I picked up the quest, a portal spawned right between Herne and Ysera that took me straight to Ulfar'a cave.

When you get this quest there is a portal right there that takes you directly to Ulfar.(I am horde and I have the area unlocked but have never done anything in this zone other than the opening quests.)

Errr for me there was just a clicky teleporter behind the Night Fae NPC that gives the quest... in Heart of the Forest... It teleported me outside Ulfar's cave

For anyone (like me) who was stuck on this, a portal now spawns inside the Heart of the Forest area. Coords for the portal is 53.75, 79.00. I didn't notice this portal when I initially picked up the quest so I think it may have been added in quickly. It's also weird now because Ysera appears inside the tree as the questgiver and then outisde next to the portal. Hope that helps.

Edit 1: After going to Drustvar, talking to the NPC and doing the quest he gave me, I was instructed to go back to the NPC's cave. I hearthed back to Heart of the Forest thinking the portal would still be available and I could save time by just porting. The portal is no longer available and I'm back to square one of not being able to reach Drustvar.

Edit 2: I'm verifying that the method to get to Drustvar explained by Amavery 100% works. Go to Org, take the Zeppelin to Stranglethorn Vale, fly North to Stormwind and take the southernmost harbor's boat to Tirigarde Sound, then it's up to you to get to Drustvar.

For those that dont have the boat, dont have the portal here is how I did it.

Took Zepplin to Stranglethorn
Flew North to Stormwind
Landed on boat that is on the southern most dock. For this you might have to land up top, or go stealth. Also avoid any players.
After I got to Tiraguard Sound I ran along the paths and avoided all the high level NPCs to get to Drustvar.
In drustvar the path to the quest is at 44,40.
Follow the path into the mountains and towards the quest.

This is definitely a painful quest if you have a new toon.

EVERYONE I HAVE SOLVED THE PROBLEM! There are two Yseras! The Ysera inside the tree does not spawn a portal to Drustvar after talking to her.

If you have collected the quest from Ysera inside the heart of the forest you need to abandon the quest and go south out of the tree to the area with cleave target dummies. They are located in the area around the heart of the forest. around 55,75. A new; and correct, quest marker will become visible after you exit the tree. This Ysera will spawn a portal after accepting the quest.

The Ysera inside the tree is bugged and the source of everyone's problem.

They've added a portal that will spawn at 53.69, 79.23 in ardenweald that will bring you directly there. Careful if you don't have flying and you are Horde as the quickest path will bring you through an Alliance Town.

Very bold of Blizz to assume that their playerbase had played their previous xpac enough to have a way to Drustvar AND have flying. Glad they added a portal but still this was very bad decision making on their part.

Don't make the same mistake as I. after you are done inside the cavern, dont hearth to Forest heart on the hope that you can use the portal ! the portal is one use only !

The questgiver drops a freaking portal right to it. Twice now, I've hearthed and portal hopped my way back to Boralus, and then I realized, they drop a portal straight to drustvar...

If for some reason you need to run up the mountain to Ulfar, there is a track heading east off the main path at coords 43,40.

Edit - and you'll need to get back to Ulfar's cave to turn in the next part of the quest so keep that in mind when you leave.

If the portal and the boat are just booting you back to Stormwind Keep, you probably haven't unlocked Kul Tiras yet. You need to complete The Nation of Kul Tiras, it's available from Anduin, he's at 88.5, 33.5 in a side room in Stormwind Keep. Of course he doesn't show an available quest because it's low level at this point. I hope this saves someone the 45 minutes it took me to figure out... :/

You don't have to make your way to Zandalar at all for this quest, when you pick up the quest a portal will appear behind the quest giver. It takes you straight to the den.

How the frick did this not get fixed in the beta? The previous breadcrumb quests ends RIGHT NEXT TO THE 'WRONG' YSERA. So if you pay attention, you're unable to complete the quest. If you read the quest yourself and go to Drustvar, the quest doesn't register you've traveled to the zone.

So there is literally no way to complete this quest if you do it correctly; you have to either miss Ysera right next to you or know beforehand.

This means the vast majority of Night Fae players experience this issue and it is still not fixed, despite being common in the beta.

EDIT: OH MY GOD. The very next quest takes you to a basement where you get ambushed by a large creature. It appears, moves to a spot and is then active to fight. It doesn't move. When it dies, it lands on top of the quest item you're asked to collect right after... So now I'm sitting here waiting for a corpse to despawn.

How the frick do you have millions of beta-testers willing to give feedback and still have issues that every player who plays the most popular covenant experiences, every time?

If you take the long way there, like I did, you won't be able to turn in the quest. I didn't even know there was a portal, but taking it should be optional anyway. I had to go back just to take the portal there. Double aggravating.

This is the most broken quest I've seen in a long time. /Golfclap if u got it to work for you the first time, but, since you are here reading this it broke for you same as me. So I got him down to 5% then he decided he would just evade. "OK" I think to myself "I'll just reset him". Newp! He will follow you around like a lost puppy dog I I tried for so long the trash in the cave started to respawn. So I think ok...I'll just go back to zuldazar and log out for a bit. WRONG! The stupid toilet you click to summon him is screwed and unclickable. You have to drop the quest and go back to the bear to get a new clickable toilet. If this was just some side quest I wouldn't be here. But come on blizz...your're better than this.

9.1 Edit: After bringing another character through the questline, the portal was opened at the same Ysera as the previous quest turn-in.

No need to go back to the tree. The portal opened at the training dummies.

I'm not sure if this is a 9.1 fix, or if I simply have different conditions (other quests, possible phasing that I'm not aware of) than my Mage.

My Mage was the first to go through the quest line, and an alt. This character in 9.1 is my main Priest that I switched from Venthyr to Night Fae, and I'm completing the campaign in order to continue the 9.1 story. Renown 38 as of turning in the quest. No farming, just passive gameplay through Mythic Keystones and my preferred content, heroic raid pugging.

As of 9.0.5 and related to other posts about not receiving a portal from the Ysera in the tree (the Two Yseras problem).

If you don't go through the portal given by Ysera and simply go to Drustvar on your own, the quest can't be completed.

Other possibly related details:

I'm completing the quest on a Mage alt that did not do War Campaign content in Drustvar. The alt was leveled up very late into BFA and I had no interest in clearing the content again, as I was just raiding in Ny'alotha for that alt.

I have not attempted this on my main or alts that have completed the War Campaign.

I traveled there via my own Mage portal to Dazar'alor (Horde capital, Alliance counterpart to Boralus), went to the Banshee's Wail (War Campaign node, Port of Zandalar area), asked Dread-Admiral Tattersail to send me to Drustvar (still marked in blue as a quest interaction for Battle for Azeroth War Campaign content), and flew to Ulfar's waypoint (Drustvar: /way 46.18 45.24).

The solution for now as noted in other comments:

There is another Ysera outside of Ardenweald's tree area. She will spawn a portal to Drustvar.

Wow, Ysera, now you can make portals? Where was the portal as you send me to you sister out in the nowhere of an old cata zone? I hade to use 3 portals just to get there: Heart of Forest -> Oribos-> OG -> Twilight Highlands and then fly forever.
And now Ysera: "Here is a portal sending you directly nose to nose to the next quest NPC."

Description
