Specter Of War: Visectus is a part of Necrolord covenant and is required to open Blackhound Cache and get It's a Wrap achievement.
Blackhound Cache is located in Blackhound Outpost northwest of the Theater of Pain flight point.
It's locked inside of a building and to open the door you have to be Necrolord.
You have to summon and escort Visectus to the treasure.
First unlock the Necrolord Abomination Factory which will reveal the Specter Of War: Visectus quest from Summoner Gerard.
To complete the summoning you have to craft 100 Anima-bound Wraps (requires 100 Shrouded Cloth).
The progress is shared with other Necrolord players so you may not need all 100.
You can do it at Abominable Stitching Table in the Abomination Factory.
After you bring all Anima-bound Wraps to Summoner Gerard Visectus will start moving to treasure.
You have to kill the enemies which will spawn along the way.
At the end it will destroy the door blocking the treasure.
The reward is Everlasting Boneforged Greataxe.
If you bring 100 Anima-bound Wraps you'll get It's a Wrap achievement.

if you place a cushion toy in front of the gate and sit on it you can get in and out without having to summon Visectus

To anyone frustrated by not seeing this quest yet, I've been looking everywhere and saw this comment from a mod in the WoW support:

"While I can’t say much, because this would be heading into what is considered a game hint, there do appear to be additional requirements that you’ll need to discover."

I believe requirements have changed from the Beta and we likely need to unlock/build the next tier of the Stitchworks to unlock this.

Quest became available after I built tier 2 of the Abomination Station.

So the quest does seem to be working now, but it definitely has some problems. There isn't actually any quest to pick up it's just a turn in.
You craft the item that requires 5 cloth over at your abom stitching, not super expensive but you need to make 20 which are 5 cloth each so 100 cloth total (less if others have contributed. Turn these in until he is capped at 100. As soon as he caps he bolts immediately and you have to go with him.

Kill enemies on the way that get on him, had some issues with evasion at times. He does take damage, not sure what happens if he reaches zero. It takes a while of following him on the road. Eventually, you get to a point where he goes to a hold area with a bunch of mobs. Runs into them and despawns says something about returning. I fought these mobs, it actually took a bit of effort on my own to fight and live. There is also an elite one that is nearby them. I am unsure if you actually have to kill any of these, but after this point straight ahead in the house thing there will be a chest which you loot. That is the endpoint of this. Mine had a couple transmog items and abomination parts plus a bit of anima.

Definitely would be easier to group up for if possible, wasn't an option for me but it was soloable as an unholy death knight in the mid 180s ilvl. Good luck

Just did this quest, did not receive the Axe, only got 5x Soulcatching sludge (25 anima total) and some greys..

Tried this three times, all three he just despawned at some point along the way. Didn't take any significant damage, didn't do any emote, didn't get too far, just "poof", disappeared, and the quest was back at 0/100. Save you cloth and, above all, your time.

For the appearance of the quest for Summoning Visectus from Gerard, you must:

1. (100%) Build a Factory and complete the quest for the appearance of a table for crafting abominations;
2. (100%) Build Anima Conductor (1st level is enough);
3. (Doubtful) Build a transport network and a level 1 adventure table.

PS: I am suffered with this quest, the Factory is already level 5, but the quest did not appear. Nowhere was there any information for sure that it was triggered besides the factory. And after the construction of the Anima Conductor of the 1st lvl, the quest appeared. Before that, I had already built a table and a 1st level transport network. You still need to find out if they are needed for the quest. I am waiting for your feedback to add information :)

You definitely need Level 2 of the Abom Factory for this. You create the Anima-bound Wraps using the Stitching Table and it's not even an option until Level 2.

Look for yellow quest markers on map. Link has the quest chain that needs to be done to actually unlock the factory

I did it last week without any trouble. This week I have turned in 100 Anima-bound Wraps: Progression bar not reacting, no Visectus showing.
Just a lot of cloth poorer.

You need both, the Anima Conductor (Tier 1) and Abomination Factory (Tier 2), to summon Visectus.

Something I noticed today that I haven’t seen mentioned yet… if you’re an Unholy DK you can heal him with your Death Coil spell as if he were one of your pets. Fun.
