You are meant to scare the bird away, not technically slay it.
You use the hook to mount up one of the roc birds kept by Emeni.
Then you are to scare it away from the battlefield by using the spells that appear on your actionbar.
Target another roc after you get a warning and use the hook to get on another one's back.
Rinse and repeat 6 times, done.

Get on a bird, hit 2 & 3 a few times until you get the warning that it's panicking, switch to another bird, repeat.

Quest bugged out on me. Got to 2/6 and then could no longer rope onto any more Battlesewn Rocs. Item will make the noise as if it's going, but nothing happens. Tried abandoning and picking it back up, but still not working. Fantastic.

Edit: After trying to relog, deleting the item manually and picking back up the quest, refreshing UI, disabling addons, I got it to work again by running away a bit, and killing an enemy. No clue how that fixed it.

Yet another incredibly annoying quest: you're not given enough time between the roc getting scared and hooking another one, so you gotta go back to the first roc.

As of December 16 I still can't switch to other rocs. It gives me an "invalid target" error. You have to keep running back to the original birds and scare them off.

If you are getting an "invalid target" error. Use the #1 key on your action bar to get on a new Roc instead of the quest item they gave you to get on the first Roc. Happy Holidays! =D

Note that you can use both the second and third action button at the same time, which is the fastest way to do this (rather boring) quest.

A pretty strange quest

First, you use the hook that's next to your tracked quest to choose one of the birds that is chained to Emeni.

Then, your action bar will change. Wait till your close enough to the other birds and then you can use the hook to jump to one (the important part here is you don't have to select a bird, the game will auto pick one for you).

So basically, hook a bird, kick and punch them till the "panick" emote comes up, then hook another bird (again, you don't have to select one).

Do it 6 times and you win. Then you have to dismount and hope you don't parachute into some place bad!

Anyone else think this quest is kind of disturbing? Beating birds in order to send them into a state of panic so severe that their hearts give out? I'd feel better if I was just killing them normally.

The thing I didn't realize is you DON'T have to target a new roc once you're on. I kept trying and there's never enough time. So, although I thought I had to target (because logic), it was unnecessary (because reasons!), and the quest is not that rough once you realize that. Just jam on 2 & 3 until the panic message, then hit 1.

Super Simple Explanation:

Graple one of the starter Rocs to get started. Wait a few seconds until you are near the other flying Rocs.
press 1 to grapple a flying Roc. You do not need to target it.
Spam 2 & 3 at the same time a few times. A red debuff with stack on you.
After a few stacks of the red debuff, a purple debuff will appear on you and you will get a message that the Roc is panicking. This is good.
Repeat steps 2-4 until quest is complete.

After being knocked off and trying to get back on, using the item on any Battlesewn Roc gives "Invalid target". Dropping quest and picking up again doesn't help. What do?

This quest is not only disturbing, but it's poorly designed and poorly written. I had to come here just to figure out what I was supposed to do. Like others are saying, use the hook to jump from bird to bird. Spam the other two abilities until it gives you a message that the bird is panicking -- that's when you use the hook. Do better, Blizzard.

Was so confusing to me even after doing the questline on a few toons.
Once you initiate using the riding hook on one of the two Rocs that will fly you up to the zone, then just use the hook (key '1') and you will be transported to the closest available Roc to kill. The Roc becomes a ridable pet and remains friendly (green) with no damage meter.
The only interaction indicators are quickly disappearing buffs that indicate "Wrangle Roc" (key '2'), "Spur Roc" (key '3'), and finally stack of "Panicked Flesh".
Smash the 1 and 2 keys together multiple times (no necessary order) until you have 6 stacks of "Panicked Flesh" it is announced "It is Panicking, use the riding hook to escape", press key '1' to go to the next closest available Roc. Repeat 6 times and win.
Exiting vehicle: Hook the final Roc after completing the kill on all 6 Rocs to land you next to the quest giver or release and good luck on where you land.

Easy enough quest, just confusing while doing it.

Description

Gharmal's rocs dominate the skies above, striking at our forces as we advance. We cannot move the necropolis into position until they are cleared out! I would slaughter them myself, but the cowards remain out of reach, and I am not constructed for flight. You, however, seem slight enough of build. Take my riding hook and latch onto a roc. Once you are atop of one, beat it to a pulp. Worry about the landing later.
