To created Sealed Scroll of Soul Rot you need loot:
5x Piece of Shredded Scroll from Rotbriar Mobs around /way 62,3, 22,6
1x Tattered Binding from Unleashed Major Hex /way 61,0, 25,6

To comple thie quest you need to kill mobs in the area to get items

Piece of Shredded Scroll drops from any mob in the area
Tattered Binding drops from Unleashed Major Hex
/way 60.96 25.91 Unleashed Major Hex

The drop rate was kinda low for me.

If you can't find the NPC - Read Here.

Apparently the NPC spawn only happens when someone is either on the quest or will start the quest, so if there is a blizzard server lag, the npc won't spawn.

Solution: Simple wait. It took Ravencrest 5mins for the npc to spawn and we had +10 players awaiting him.

For those that are curious where the npc is, he is at the top of where your previous quest ended, towards a bridge. So don't jump down. Just walk to the quest location shown on map and wait.

The Unleased Major Hex is off to one side in a separate quest zone "bubble" from where you find the normal quest mobs. If your minimap is zoomed all the way in you won't see that there's another place to go.

You know, in case like me you don't want to watch a video for something that could easily be put in text 🙄

I couldn't figure out how to complete this quest at first. Once you have both items in your bag, you need to right-click on one of them and it will combine them.

Description

Oh, dear me, this is terrible! Just terrible! I know precisely which awful curse afflicts that poor soul! But these damnable spriggans keep stealing my scrolls, scattering them all over and ripping them apart! Now the falls are overrun with all manner of dangerous magic! The spriggans have the pieces of the scroll you need. Gather them along with a binding from one of the major hexes, and you can put it all back together.
