Tip: Interact with Basket of Enchanted Wings to fly for some seconds and complete the quest more easy.

So right now in the beta the quest text isn't the most helpful thing out there. Here's what you need to do:

You need to fly (either using Pinch of Faerie Dust, which is a drop from the enemies in the area, or clicking on Basket of Enchanted Wings. Then just use double jump to enable flying)
Fly up and grab the Primrose's Pyrotechnic Powder from the baskets hanging up in the air
Use the Primrose's Pyrotechnic Powder on the altars

Hopefully that clears it up!

The needed Pinch of Faerie Dust also drops from the Possessed Defender and Shimmerbough Ritualist. You can pick them up while doing Wake Up, Get Up, Get Out There at the same time.
One Dust would be enough to collect all the required Primrose's Pyrotechnic Powder. The other Dusts can be helpful to navigate through the tree, but be aware you will plunge to your death when the buff wears off.

To do the quest Break it down
you need to loot x5 Primrose's Pyrotechnic Powder from Faerie Belongings then
use yours Primrose's Pyrotechnic Powder to destroy
5x Runed Altar
return the quest to Primrose
tip : Pinch of Faerie Dust also drops from the Possessed Defender and Shimmerbough Ritualist you can use the Pinch of Faerie Dust to fly around and do the quest easy

You need to pickup wings from Basket of Enchanted Wings(or Pinch of Faerie Dust) and fly to their hanging nests (looking like half of coconut) where you find Primrose's Pyrotechnic Powder necessary to destroy the altars.

EDIT: I solved this myself in a bit of a slow moment. Just fly inside the baskets to loot instead of attempting to continue flying in front of it.

Has anyone had issues falling once you search the explosives? I fly up, the buff cancels and I start falling and can't loot them.

When you finish this quest, I was on the platform where I had to confront an NPC. I was able to jump off that platform and use a Goblin Glider to fly all the way back to Hibernal Hollow to turn in the quest. A lot faster than a riding mount and more fun.

For people who can't find the altars. You've probably not noticed yet there are platforms in the trees above the area. So fly up (or walk up) to those platforms. The altars can be found there.

You lose the powder's buff if you so much as sneeze, and sometimes not even that. I like the idea of the quest but it needed a lot more work.

OK, so ive taken comments from the previous posts as a lot are valid but need to be in one place, especially thezircle's post.

You need to fly (either using Pinch of Faerie Dust, which is a drop from the enemies in the area, or clicking on Basket of Enchanted Wings . Then when you have the buff, just use double jump to enable flying)
Fly up and grab the Primrose's Pyrotechnic Powder from the baskets hanging up in the air. NOTE! You will lose the flying ability once you click the powder! It's a good idea to stand on top of the baskets before clicking the powder, because if you fall you will drop out of range and not be able to take it.
Once you have Primrose's Pyrotechnic Powder the altars are on the platforms above, stand next to them and use the powder to destroy them

There seems to be a bug on this quest for some people where looting Primrose's Pyrotechnic Powder from Faerie Belongings causes the flying buff from Pinch of Faerie Dust to wear off, which makes this quest way more difficult. If this is happening to you and you're getting frustrated, try getting a flying buff from the Basket of Enchanted Wings, instead of using the Pinch of Faerie Dust. The baskets are scattered around the walkway, often near the altars. Once I used this buff I could fly around, loot the Faerie Belongings and explode the altars without losing the flying buff.

Ok, this is how you can tell they have a problem with incompetent designers.

This is a different kind of quest, one they haven't done before. So just common sense should tell them they have to do a better job of explaining it than normal.

For rogues, using Primerose's Pyrotechnic Powder won't break stealth. So once you're up there, just stealth past all the mobs while you're destroying the altars :)

So I ran out of dust, and there's no more in the little hangers. I made the mistake of clicking on several in a row, and apparently they are not stackable, but they still disappear.

I left the zone, waited a while, still none there. So I abandoned the quest, thinking that would reset them. Still none! Not sure if I can complete this quest.

They've reached new heights in terrible quests with this one. Reading this, I figured out how to fly up.. and I'm supposed to grab the stuff I need from some basket... BUT WHERE ARE THE DAMN BASKETS? None of the things "hanging in the air" are selectable. And whatever it is I'm supposed to grab is definitely not obvious! This is the worst quest I've ever seen in WoW!

Quest Name:	Start and description
1 Blooming Villains	Quest start from Guardian Molan 60 51 in Ardenweald. Slay 15 masked night fae in Shimmerbough Shimmerbough Ritualist or Possessed Defender.
2 Wake Up, Get Up, Get Out There	Quest pick up from Primrose 53 58. You need to Aid 8 Subdued Faerie. Do this quest together with Break It Down.
3 Break It Down	First take Basket of Enchanted Wings to fly ( buff is only for 1 min, and care on flying mobs ) Then pick up 5 Primrose's Pyrotechnic Powder They lie in hanging baskets. Then go to find Runed Altar and use on them Primrose's Pyrotechnic Powder to destroy. Runed Altar are in platforms on trees.
4 Beneath the Mask	Go to 54 61 is a platform on tree, You can use Basket of Enchanted Wings to skip all mobs. confront with Ingra Drif at end use spell on extra bar then slay Primrose. After go back to Guardian Molan 60 51 to finish storyline.

If you're a Vengeance Demon Hunter, you can jump on the back of the baskets to get to the powder. I would presume a Warrior could do it, as well.

You can also reach the baskets by controlled fall (gliding as Demon Hunter, using a glider as an Engineer, using the Hearty Dragon Plume, or aiming well with Mage's Slow Fall and Priest's Levitate).

I tried both to see if I really needed the Basket of Enchanted Wings.

The wings expire, seemingly at random. If you die when you are up in the trees, you will have to find your way back up via ramps you’ve never used. Annoying quest, overall. Not too back if you combined it with the WQ that is often here for the cocoons.

Blizzard's game programmers, ever intending to sink to the occasion, have created an unplayable quest. Yes, you can pick up a basket of wings and get the fairy power of flight -- but it kicks in immediately as you pick up the basket. It only lasts 25 seconds, and given that you will often have to combat at least one villain you cannot make it to the hanging baskets before the power is gone. And even if you do get there and jump twice to trigger the flight, the flight won't trigger and you remain standing on the ground. 2 things:

1. It was a disastrously stupid move to eliminate flight in the Shadowlands. I believed at the time that it was a way to keep the players from doing too well, and this proves my suspicions. Blizz's either knew what they were doing and did it anyway, or didn't know what they were doing and did it anyway. We work too long and spend too much money not to be able to use flight in Shadowlands.

2. A quest like this has to be structure so that wings are under or near baskets. Want to keep them for only 25 seconds. Fine. But make it possible to pick up the basket of wings and "fly" immediately to the hanging baskets. Player will still have to repeat the procedure a few times, or you can just have evil minions popping in out of nowhere. Y'all know how that's done.

Baskets of wings are on the ground. the alter things to destroy are in hanging baskets in the trees etc. to use the basket of wings use the space bar as if jumping to raise you to the basket and click on the item to loot. took a bit to figure out. GL
There are other alters to distroy in the trees that use the powder icon in the quest writing on the left. the wings allow you to fly up to the trees for this quest. easier than locating the ramps.

I tried to fly up to the top of the trees. But you can't, you bump into a wall very fast.

Here I thought Blizzard couldn't get any more ridiculous with their quests....
This thing is Atrocious, and next to impossible to figure out, like it was designed to get players killed for fun. I swear that Blizzard just lives for this kind of stupidity in quest design.
WTF are you even supposed to do here?
Was this quest just designed to make people unsub from the game?
I tried this idiocy, died several times without being able to figure out how to find the stupid powder for the altars.
What a RIP, F you Blizzard!

PS. if this quest is not necessary to fly in Shadowlands, just abandon it, and come back when you can fly.

Currently:
1. Clear the trash wandering around the hanging nests.
2. Click one of the sparkly baskets. Your feet will glow.
3. Run over to where you are under one of the nests. Hit the space bar a few times until you take flight. Then rise to the level of a nest.
4. Hover there and click the highlighted item within. The item will disappear, and you will get a gold dust icon in your sidebar.
5. Rise up higher to the level of the platforms. Find an altar (they are highlighted) and click the powder.
6. You will need to click another hanging nest to get a new powder for each one. There are sparkly baskets and hanging nests on the level of the platforms. Follow the walkways to find more nests and altars.

Description

I've seen the ritual. It's... terrifying.

But the altars seem to be the key. If only I had my pyrotechnic powder, I could blast them to bits!

<Primrose is silent for a moment, then takes a deep breath.>

If you could get the powder and guard me, we could blow up those altars.

I stashed as much as I could in our dwellings. They don't seem to care any more.

You don't have wings, but a pinch of faerie dust should work for a short time.
