Heads up: I missed this breadcrumb quest and went straight to the Crypt because I wanted to cap the flight path. In doing so, I started the next quest in the chain and as a result, am unable to complete The Final Atonement step of Sojourner of Revendreth (I have done all of the quests in that chain including the last one, but apparently skipping this breadcumb prevents it from ticking over.) Hopefully it is just a bug and they fix it, just wanted to let folks know!

If you can't pick up the quest The Absolution of Souls, then don't fret!

As a non-Venthyr you can start the questline directly at The Accuser who is in the lowest level of the crypt right next to the flight point "Halls of Attonement, Revendreth" at
/way #1525 71.8 40.4 (Crypt entrance)

Accept her quest An Abuse of Power and the succeeding ones. After a total of 5 quests you will be sent for Archivist Fane who will now talk to you and task you with another questline which will ultimately lead you to what you came here for. ;)

You don't have to complete this quest ("Our Forgotten Purpose") any more to get the achievement "The Final Atonement". I omitted it and it still worked. Make sure to do the final dungeon quest of the quest line in a non-mythic+ dungeon, otherwise it will not count.

Double check that you have not already completed An Abuse of Power . After 30-45 mins of trying to find the starter quests listed in these comment, I checked completion for all the prerequisite starter quests and all came back false until I decided on a whim to double check all the quests in the questline. Started with An Abuse of Power, then skipped to the last one in the series It Used to Be Quiet Here and it was also done so quest chain complete! At some point, I had already completed the entire rest of the chain without any of the "starter" quests and without realizing I had done it.

This quest serves as an alternative breadcrumb to the questchain beginning with An Abuse of Power. Essentially, if you have either not chosen your Covenant, just completed the Revendreth questline and are mooching about looking for side-quests, treasures etc, have chosen a different Covenant to Venthyr (or possibly still mid-questchain, but at the point where you have switched sides - not confirmed since I missed it then, but most likely to appear around this point)

As such is will not be available if you have already completed the Venthyr specific breadcrumb The Absolution of Souls (please see that quest for further information) or if you skipped both breadcrumbs and simply headed over to The Accuser and you have already completely the chain.

To obtain this quest:

After completing the storyline, before leaving Revendreth you can head over to The Halls of Attonement and ride up the elevator at it's southern border. Upon reaching the top, you are welcomed with a voice-over pop-up of ou hear Lord Chamberlain rant something or other, prompting you to explore the area.

Turn immediately right from the top of the elevator, head down the flight of stairs, turn left at the bottom and hug the wall, follwing it around. There will be alcoves with a few mobs in, as well as patrolling the area. Feel free to dispatch them as you go. You will hear a second rant from Lord Chamberlain when you get close to where Archivist Fane is hiding, who will offer up this breadcrumb.

After obtaining the quest, head back the way you came, back down the elevator, and circle around to where The Accuser's camp is located.

Description

I have no quarrel with you, Maw Walker. The Lord Chamberlain and his abhorrent followers have debased these halls with their perversions of the rituals. Abusing souls and destroying their potential for pathetic mockeries of power. The Accuser would never have allowed this. I have heard rumors that you may still be in contact with her. If so, please inform her of the situation here. She will bring these depraved dogs to heel.
