As per the official patch notes, this quest becomes available after hitting level 120 and completing the quest Uniting Zandalar.

Full 8.2 quest chain(in regards to the Heart of Azeroth unlock und upgrades):

To upgrade your Heart of Azeroth, you just need to do the 8.2 War Campaign starting with Horde: The Warchief's Order The Warchief's Order or Alliance: The Wolf's Offensive The Wolf's Offensive until you get to this quest.

This hasn't been mentioned, but if you've bosted a toon and are trying to unlock Naz, you have to log out and back in AFTER completing the quest Uniting Zandalar to get it to auto pop.

For alts, what all is needed to unlock the nazjatar zone? Just had an alt hit 120. Just unsure what I have to do for him also to have it unlocked.

If you unlocked it but it isn't showing up, exit the game and come back.

WARNING: There may be a big DELAY before this pops up automatically. I literally had to wait for ~5 minutes (!) (I suspect it may work with a relogin but I don't know).

For alts that just hit 120, don't worry about reputation. However, you need to establish 1 foothold. Then when you go back to Zuldazar, you're offered The Warchief's Order. If you have an automatic quest turn in, the quest quickly turns into Send The Fleet.

In order to get this quest on an alt during prepatch (after your main has met the criteria for Uniting Zandalar) you must do the following:

-Do the intro quest chain to Zuldazar.
-Reach level 50.
-Complete the quest chain "A Dying World" which auto pops once you hit level 50.
-Obtain the Heart of Azeroth.
-Head down to the Banshee's Wail where Nathanos is and accept/turn in the quest "A Mission of Unity" which will unlock world quests.
-The next quest offered from Nathanos is "The Warchief's Call". If you do not see it. Log out while on the boat and log back in. The quest will be available.

After faction transfer from Alliance to Horde, you might be wondering how to get into Nazjatar. I spent quite a bit of time wandering around before figuring this out.

You must complete Welcome to Zandalar which starts with Battle for Azeroth: Mission Statement in Orgrimmar and then continues to the Stormwind Extraction scenario. If you haven't completed this on another horde character, you must complete the scenario to continue the Zandalar intro quests required to unlock Nazjatar. Once you've completed the intro quests in Zandalar, you can get The Warchief's Order and "Send the Fleet" quest which unlocks Nazjatar.

The quest The Wolf's Offensive (Alliance) / The Warchief's Order (Horde) is no longer required to start your adventures into Nazjatar, and is no longer offered automatically when logging into the game (Hotfixes: October 20, 2020).

In order to unlock this zone, speak to Nathanos or Genn Greymane and accept the quest Send the Fleet (Alliance / Horde).

You will also need to make sure that your character is eligible for the quest.

The character is level 50
The character has completed the quest Uniting Kul Tiras (A) / Uniting Zandalar (H)
Alliance characters must also complete the quest A Nation Divided

It seems this quest was removed.

If not encountered the regular way, this quest can be obtained via party sync. You need to sync with a character has not yet started BFA. You then need to pick up the quest A Dying World and run it again. Continue up to and finish the quest Infusing the Heart. Then this quest should pop up for you.

Yep, skip all the old stuff and jump right to going to Silithus to meet Magni Bronzebeard so to start the Legendary Cloak questline!

On Alliance, go to the NPC 'Earthen Guardian' at 75, 15 in Boralus Harbor (standing outside, just east of the Snug Harbor Inn in the Tradewinds Market).

On Horde go to the NPC 'Earthen Guardian' at 51, 89 in the southern end of Dazar'alor -- just SW of the kitchen in the Grand Bazaar.
