This is one of three quests that form the seventh part of He Who Walks in the Light, the 4th and final chapter of the achievement Tides of Vengeance.
The other quests in this part are Showing Our Might and The Mech of Death.
The full quest chain, listed below, unlocked with the release of the Battle of Dazar'alor Raid on 22nd January 2019.
You will also need to have completed the three previous chapters before you can do this, all detailed in the achievement link.

2. The March to Nazmir
3. Repurposing Their Village and Dark Iron Machinations
4. Fog of War
5. Lurking in the Swamp
6. Zul'jan Deluge
7. Showing Our Might, Taming their Beasts and The Mech of Death
8. Taking the Blood Gate
9. He Who Walks in the Light
That completes the quest chain and awards the achievement.
It also unlocks the quest that takes you into the raid, Battle of Dazar'alor

If you're stuck at 2/3 - there is one across the river in the swamp-area south of the main camp. Slightly confusing as this one is outside the Quest indicator on the map and completely outside the camp all other quests in this mini-chain are located.

If you've just finished the quest, "Showing Our Might" and, are not sure where to pickup this next quest, check your map.

Slightly North and East of Jaina's position should be a quest marker for the "Mech of Death" or, "Taming their Beasts". If you don't see both quests, that's fine. They are literally on top of each other.

You'll find Telaamon and Mathias Shaw standing side-by-side, both with quests to offer, in the location where the previous quest "Showing our Might" started.

If you missed picking up this quest (Taming Their Beasts) and The Mech of Death, and only grabbed the one from Jaina, Shaw and Telaamon can be found out: 44, 78. It's just West of the road leading up from the bottom-middle of the map up into the Heart of Darkness.

Description

Our goal is to assault the Blood Gate, but to be blunt, we don't have the force necessary for this. That's why we have gnomish technology. The Zandalari have battle beasts, direhorns mounted with powerful weapons. Several of these beasts are resting within the Fallen Outpost. This device, the Re-Discombobulator, will give us control over these animals. Take this device and use it on these battle beasts. We'll assault the Blood Gates once we have them under our control.
