If you don't see markers indicating locations of the general or hexlord, just logout and they should update to your map.

Blizzard has developed a fondness for pixel-hunting "speak to this extremely faintly shimmering bloke". I assume that all devs have 85" 5k screens.
The Captain is a troll just to the left outside the Great Seal. No reason to run up or down the pyramid (pant pant pant).

Basically this quest is to run around and click three (faintly shimmering if you have a good screen) trolls marked on your minimap, then finish up by clicking a flying beast next to the last troll.

Hexlord Raal keeps disappearing for some reason

These NPCs seem to be missing or bugged sometimes, but /reload or a client restart seems to solve it most of the time. Try a couple times.

The quest also seems to bug out and not point you to the NPCs' location, so for anyone without coordinates, here you go:
- Rez'okun will be right outside the main inn, in Dazar'alor. Take a left when you go outside after picking the quest up.
- Rakeera is at the end of the north-western (top left) bridge that goes out to Zuldazar.
- Raal is located to the right of Zanchul, on the perch with pterrordaxes where you find him for the first time while questing.

We ALMOST had a non-bugged quest from Blizzard, they're making progresses.
*Log out and back in to get Hexlord Raal to spawn.

Was there a cutscene after talking to Captain Rez'okun? My screen faded to black like it was going to show one, then immediately faded to white and went back to normal...

I am standing at the Terrace of the Chosen, and there is no Hexlord Raal to mobilize aerial forces. I reload my UI, I abandon and restart the quest twice, I exit the game, and still no Hexlord Raal. HOWEVER, I walk away 10 yards, and Hexlord Raal appears! Then as I walk back toward Hexlord Raal he disappears. After some experimentation, I discovered that if I mount and run to Raal, I can quickly click him and quickly complete the quest before he disappears again.

This is Blizzard at its finest...

When I kept standing on the second step of the stairs to that little terrace, he appeared. not 1 meter before, not 1 meter behind. I then could rush forward, click him and click the dialogue .... tricky!

If, like me, reloading, relogging, and restarting do not solve the problem for you, you may be suffering a phasing problem. There is a log jutting out of the platform near where the map indicates Hexlord Raal should be. If you creep out onto the log you can enter a phase that contains the quest npc. You can run back and interact with him for a very brief period, but it is enough to complete the quest.

If you can't get /reload, logout, or abandon quest to fix Hexlord for you, I tried walking around behind him. Make sure to be slow. Once you get to a certain point, he will appear. Try to talk to him while being as far as you can be and don't move until he flies away.

I, too, was having problems with Hexlord Raal phasing out as I approached him or not being there at all. I tried "all of the above": reloading, relogging, removing addons, etc.

I gave up and went back to working on the quests in Zandalar.

I eventually got the to the quest Raal and completed it and the companion quest Walls Have Ears. After completing them I went back to where Hexlord Raal is in the quest Ride of the Zandalari and lo and beholde, there he was, ready to be told to get a move on.

So, evidently other quests are required for Hexlord Raal to be present for Ride of the Zandalari.

It kinda sorta makes sense. You have to rescue Hexlord Raal before you can give him orders. Blizz should have put in bread crumbs or something to get you to rescue Raal before this. Ah, well...

Simply:

- Rez'okun : go outside turn left just after the mail, don't use any stairs.

Drop down North-West bridge then use the MAP.

-Keera : MAP = at the "T" Terrace of Crafters (on a mount after the 2 rows of infantry.)

- Raal : MAP = L of ZanchuL (there is an hour glass shape platform on the map he is in the middle on the ledge)
Other info: (you don't have to go down to the fish trainer, 2 set of stairs) go straight! (terrace of the chosen) (house of Pa'ku) turn right to ledge.

I had problem with seeing Hexlord Raal so when i got bored with relogging to try to force him to show i used paku onleft side to fly straigh forward down and when i used paku to get back he start to show up.I was quick enough to finsh quest before he despawned and had to repeat to fly out and in to be sucessful.

If you keep having problems seeing/interacting with either General Rakera or Hexlord Raal, try disabling your addons and reload. At least that worked for me, even if they still didn't show up on the map.

OKAY!
If like me, you had no markers for Rakera and Raal, despite reloading, disabling addons, logging out/in, etc. Then here is the simplistic version;

General Rakera
Coordiantes: (34.4, 33.3)
Directions: Go down the pyramid towards the professions area, then make your way towards the Terrace of Crafters. She is standing at the crossroads between the two bridges.

Hexlord Raal
Coordiantes: (54.2, 12.0)
Diractions: If you're lazy like me, or got distracted by other quests, take the flight master to "The Sliver", go UP the stairs then go to the right. You should see all the Pterodax before you see him. If you're not lazy or distracted, then turn right around and go straight across towards the flight master, go down the first set of stairs and continue straight. Do not take the second strairs on the right.

Why does Blizzard have to make such hap hazard quests? Totally steals the immersion.

So here is what I found out.

Do them in this order or they don't show up.

Hexlord Raal will Phase out. So walk through him to ledge and turn around and he will be there.

This is the followup for War is Here and should be acceptable from Princess Talanji, standing right next to the scouting map in the Great Seal. She wasn't there for me (a Zandalari) because I had the Heritage of the Zandalari quest in my log. I went upstairs and turned it in (to Queen Talanji, spoilers lol) She still wasn't downstairs yet, but re-logging put her back as a Princess next to the scouting map, and I could continue from there.

If your looking for General Raekera and you didn't do the Nazjatar intro questline she is located at 53.06, 39.94.

Ride of the Zandalari

Mobilize the Zandalari fleet, warriors, and flyers.

	Speak with Captain Rez'okun to mobilize the fleet (1)

Description

It is time de Alliance see de full fury of de Zandalari. Dey are fools to try an attack in Nazmir. We must tell de fleet, our warriors, and our flyers dat dey must move out and go to Nazmir at once. I will go aid our forces at de Blood Gate. Here is a list of dose you must speak with to mobilize our forces. Move as fast as you can, we must stop de Alliance as quickly as possible.
