Most people will get to the location, call the orphan, and then click the ? to finish the quest. Wait before you leave the area. Brother Pike appears and takes you to the Shrine of the Storm area in an unusual way. You don't need to wait, but it makes the quest a bit more fun than just accepting the quest, clicking done, and then using the whistle to leave.

The above comments for shrine of the storm (squid shrine)was way off or were next to useless as i tried the coordinates.
What heforget to tell you, is that you need to go to Brineworks in Stormsong Valley.
Locate Borther Pike, and then complete the quest.

You need to be dismounted when Brother Pike casts or you won't ride the water spout.

At the end of the scene mentioned by others, Brother Pike calls Liam by name. I didn't see any places where my scene appeared to bug, yet in my scene Liam never introduced himself to Pike.

Did I miss one of the lines of the scene, or does Pike know Liam's name without being told here?

Pike spawns behind players' screen, so if you try to run or swim away when the quest ticks completed, he can get stuck. For me he was levitating over the ocean.
Still after dialogue we begin the flight, so it's not really a problem.

Take Liam to see Shrine of the Storms from the beach near Mariner's Strand in Stormsong Valley. Make sure to call for him if he is not present when you get there.

Description

Sometimes tidesages come to the orphanage and tell us about the sea and how they can talk to it. I wanna talk to water! We've gone on field trips to their monastery here in Boralus, but I heard their home in Stormsong is much more impressive. Can you take me to go see it? I heard there's a great view from the Brineworks!
