The bonus quest for the Weekly Bonus Event: Battle for Azeroth Dungeons (Official announcement). During the full duration of the event, which lasts a week, all dungeons except Mythic Keystone award extra loot from the last boss. (Sign of the Warrior)

The quest can either be started from within the Adventure Journal (Shift+J by default) or at Chronicler Shoopa in Dazar'alor for Horde, or at Chronicler Toopa in Boralus for Alliance. It is to be completed at Chronicler Shoopa for Horde, and Chronicler Toopa for Alliance. The quest has to be completed during the event week and will be removed from your quest log once the event is over (weekly reset day).

This quest asks you to complete 4 Mythic or Mythic Keystone Dungeons. Mythic dungeons has a weekly lockout while Mythic Keystone can be completed multiple times by any character, as long as one party member has a keystone. Mythic Keystone dungeons do not gain any extra loot during the event.

The reward is a piece of loot from Heroic Ny'alotha, the Waking City (Cache of Ny'alothan Treasures) aswell as 0 Azerite. The loot in Heroic Ny'alotha is item level 460/470.

Remember to select your loot specialization before turning in the quest at Chronicler Shoopa/Chronicler Toopa, as BlizzardCS pointed out.

Hello everyone,

We just wanted to clarify that the Cache of Uldir Treasures that you get as a reward from Emissary of War will directly push a relevant item into your inventory when turning in the quest; you won't receive the cache, but the item that is inside. This is the case with all armor caches in BfA.

Due to this, it’s important that you make sure you have the right loot specialization selected when you’re going to turn in the quest!

You can complete the same regular Mythic dungeon more than once and get credit for this quest. Of course, you only get loot once per week per dungeon. This is nice if you are more comfortable with certain Mythic dungeons or simply can't find a group for any others.

I think the quest is bugged at the moment. did 4 mythic dungeons and got no credit towards the quest whatsoever.
I have abandoned the quest and retaken it and still no credit to the quest.

It gave me a ilvl 400 piece, that says Heroic and not Mythic on it.

So I did this quest last week, and went to the Grand Challenger's Bounty chest in the Harbourmaster's office, but I can't open it. Message says "Complete a Mythic Keystone dungeon and return next week to claim your reward."

I completed 4! Is there a minimum level you must complete or is this not available if you already receive the quest reward?

Unfortunately you can no longer zerg freehold to get this done quickly.
Previously you could do Freehold 0, skipping all bosses to go right to Sweede, and get the dungeon completed for the quest, and just do that 4 times. You now need to do all 4 bosses in Freehold, meaning it's no longer the go-to quickest way to do this quest.

Hey guys i need help with that quest. I tried 2 npcs and adventure guide but cant find the quest. Do i have to do some other questline for to start this quest?
