NPC you need to speak to is back in Millstone Hamlet, the town nearby. In a house.

Throgg patrols outside of the world quest area sometimes, so pull him back some and make sure the quest is active or you won't get credit for killing him.

This quest is bugged, Not only is the NPC not in the correct marked location but Throgg is outside of the WQ area, so you have to get aggro on him then run back in to hit him with flour bombs.

Speak to Marie Davenport at Millstone Hamlet in the house near the flight master
Kill 10 Ettins in the area south-east of Millstone Hamlet, use Flour Bomb extra button
Kill Throgg, he's on the hill south-east of the Ettin river.
But right now there is a bug that world quest disappears when you come where he stands.
You have to wait when he comes to the barricades where you can kill him.

Given how annoyingly long this takes to complete, it should at least be flagged as an elite WQ and give a corresponding higher reward.

If you pickup the world quest before you do the Ettin It Done, you ~~won't~~ might not receive the Flour Bomb bag.

edit: A guildie didn't get the flour bomb item, he hadn't done the quest either. But another guildie that hasn't even started the zone got the flour bomb.

If you are looking for Marie Davenport for the daily quest Ettin Outta Here then you need to start at coordinates 30.44, 66.88 (or if you do not use coordinates then inside the west house in Millstone Hamlet, the Davenport Residence).

When you arrive at the Millstone Hamlet flight point (yes the place with the rodent and spider problems) walk into the closest house. There's a table outside set for lunch and pink flowers trail from the porch roof. Marie Davenport is inside and wears a blue skirt and white blouse - look for the sparkles.

You: I heard you needed some help with the Ettins.
Marie: We certainly do! Here take the flour bombs with you! Please, do be careful with them though.
If you keep talking with Marie Davenport she'll tell you she'd like some strawberry ice cream. No one is selling ice cream in the hamlet and she'll provide you with a Flour Bomb whether or not you go to Stormwind and bring back Tigule's Strawberry Ice Cream.

So where is the Flour Bomb? It isn't in your inventory and it isn't an icon next to the quest description. When you reach the Ettins, it will be in the middle of the screen.
Just start farming Ettins, you have to kill 10 plus Trogg.
Flour Bomb has a 2 second channel and a 40 yard range. It's powerful. The first hit will take out about 1/3 of an Ettin's health. (Approach from behind if possible or stun it.)
If another member of your faction is engaging an Ettin, you won't get kill credit unless you can cast one at least one Flour Bomb.

While you're in Millstone stop in the Netley Inn. It's straight across the road from Marie Davenport's house and has the same pink flowers hanging from the porch roof. Madeline Netley sells several pets including Butterfly in a Jar for 100 Polished Pet Charms.

To get credit for the Kill 10 Ettin Stoneflinger portion of the quest you can kill Ettin Earthcrusher as well.

Throgg has a long path he walks and if you engage him too far back, you will end up leaving the range of the WQ and will not get credit for the kill. Make sure you allow him to walk all the way up to the pointed logs stuck in the ground, or pull him back into the range of the WQ.

Rule of thumb: fight him in an area where the Flour Bomb bag button is active on your screen. No button, no credit.

Throgg is a rare elite who is the same type of mob you have been killing 10 of, the mob paths around the mountain path at 39, 76

Still bugged. If you haven't completed the original quest, you don't get a bag of flour. I'm guessing you can still complete the quest, the Ettins are just harder to kill.
