Bugged on the beta, however If you abandon the quest near the Captain you're supposed to turn it in to, he'll have the next quest in the chain ready for you.

Take a windrider to the Grand Bazaar.
And move to the Captain Grez'ko not far from the Island Expedition map

In order for this quest to become available, you must have completed the quest To Sacrifice a Loa

Original Post

Baine offers up Terrace of the Chosen after Zul stabs the king. ~~Which is weird, given that this (obviously more rewarding quest) doesn't happen until well after that, so don't take it~~

After The Betrayal of Zul a cut-scene plays, and you are pretty much left to your own devices. A whole bunch of new ! pop up, once of which is Terrace of the Chosen offered up by Baine, and another of which is Send the Signal down at the docks.

~~Baine's quest will stop you getting offered~~ ~~King or Prey~~ ~~later in the story-line if you take it - so don't coz it's worth a fair whack of experience;~~ while if you take the other quest you'll miss out on Sending Out an SOS which isn't offered up until you complete To Sacrifice a Loa which ends the quest chain that offers up this quest.

Basically, Blizzard mixed up the flags for Baine's Sending Out an SOS and Terrace of the Chosen - since it makes more sense to offer up the first to breadcrumb to Send the Signal, and the second wouldn't be an issue for King or Prey as it pops up at the NPC whom you turn To Sacrifice a Loa into.

EDIT I

According to a GM (ticket) ~~King or Prey~~ ~~doesn't show up until after completing~~ ~~Zanchuli Disbanded~~. But it's already been stated here that it is "mutually exclusive" with this quest. And if Terrace of the Chosen stops this quest from showing up (as it appears to), then it still won't pop up since that's the first in the chain leading to Zanchuli Disbanded.

After you complete The Betrayal of Zul, the quest Terrace of the Chosen becomes available. Initially I thought this was a bug, given that the quest Send the Signal also becomes available, but it's breadcrumb Sending out an SOS does not become available until you complete To Sacrifice a Loa.

Now however, I'm thinking that either both breadcrumbs are supposed to pop, or Send the Signal is bugged and isn't supposed to pop yet, given that a new GM has stated (in another ticket) that it's actually Mistress of Lies which must be completed for King or Prey to pop.

If this new prerequisite is correct, King or Prey is still not part of either the Web or Lies, or the Amongst the People chain, and would be instead part of March of the Loa as I suspected.

This would make sense as context of this quest includes Return to your Horde. Ready your forces, and I will ready mine. and When de time comes, we will strike back against de traitorous snake, Zul. and the first quest in that chain is Hunting Zul.

This quest is mutually exclusive with Zanchuli Disbanded.

Although the new GM would not comment, I can at least assume that Zanchuli Disbanded becomes unavailable if King or Prey is taken first given information provided by players. This would validate this quote and still make sense, given that this quest contains a similar context with You best bring news to your Horde and tell dem what transpired here. The lack of a mention of Zul, could indicate that if this quest is taken first, perhaps both may be obtainable?

TL/DR - Complete all of Amongst the People and Web of Lies with the understanding that Zanchuli Disbanded and King or Prey are from neither of these chains, but instead breadcrumbs for /b]March of the Loa which may be mutually exclusive, or at least the later cancels out the former.

I've got to say one of the funnest quests I've done in a long time. For a mage to be able to get 92% haste is amazing. Flurry, cast time 2.5 seconds turns into 1.6 second cast with that much haste. OMG I was killing things left and right.

Just remember to click on the lightening antenna (?) as you're going up the hill. Also remember to stay away from them when they're about to discharge. Stuns you for 2.5 seconds I believe. It maxes with 5 counts, but it lasts 10 minutes. And at 5 applications on, that gave me, Mage at level 113 92% haste. Which is more than enough time to do the next quest too. I burned the main NPC down in seconds. Good luck and have fun. :D

Edit: Sadly, when you turn the second quest in, it takes that buff away. Ah well, it was fun while it lasted.

This quest is not available to me and I have completed every quest in the questlines around it. Am I missing something?

Speak to the Captain.

Description

I noticed an exodus from the fleet, far out in the harbor. Flyers were sent out, they seek something, or someone. Those ships made a great journey, and they have much work ahead. Please check in with Captain Grez'ko. I am sure he could use a hand!
