Are you supposed to get this quest as soon as you hit 120? Because I didn't get it. Can't pick it up either.

Just finished the Foothold Campaign by visiting all three of the Zandalar zones and completing it's respective questlines. For some reason I was not able to complete the campaign before. It just popped up after I completed a follower mission on the Mission Command Table. Can't remember which one. Was too excited I finally got to continue the questline. xD World quests now unlocked. :)

It might just have been a bug caused by the rolling restarts this morning.

Just leveled an alt to 120. I did not have to do all the requirements above, because I did them on my main. Apparently once you unlock World Quests on one char, you will do so on all your chars. All you need to do is talk to Halford Wyrmbane upon hitting level 120.

Just leveled an alt to 120 on the opposing faction. I STILL did not have to do all the requirements above. So if you unlocked World Quests on an Alliance character, they will also be available on a 120 Horde character and vica versa. Pretty sweet. If for some reason this did not work for you, try relogging after you dinged 120.

There is a bug currently. i haven't received the quest at all, i am 120. all reps at place even done the war campaign but unable to deliver the last quest. I get an error "you don't meet the requirements for that quest"

Make sure you open up all three footholds for this quest to show up.

It appears that if you have completed this quest on a first character, it will automatically unlock on subsequent characters. I hit 120 on my second character, who was only Neutral with the Proudmoores, and was able to get this quest and complete it as soon as the character hit 120. (I'm not sure if you still have to complete the first three Zandalar quests or not. My character was caught up through the 118 quests.)

Hi all

On This Quest you will unlock World Quests :D. All what you need to do after accept is just finish it :D. As well you will get Flight Master's Whistle that will teleport you to closest Flight master on map :D. Please read my comment on Previous Quest - A Mission of Unity to get all information about how to get this Quest.

I hit 120, finished getting friendly with Order of Embers (only requirement I was dragging), went to the Quest Giver, who didn't have the quest.

Once I finished my first WQ, I decided to try the whistle, and it worked.

Was trying to help out a buddy that has not gotten a main to Nazjatar as of yet, and was getting all swept up into all that is required is friendly rep with the 3 factions of Proudmoore Admiralty, Storm's Wake and Order of Embers. We ended turning in tickets to Blizzard and they were replying back with the same message, however Mypciscraze hit the nail on the head, we only had half of the storyline from Nazmir Foothold completed & none of the Island Expeditions storyline completed. So if your stuck, and you're thinking that you have the friendly rep needed and level 120, that is wrong, follow the advise of Mypciscraze finish everything he has posted.

So the quote below by Mypciscraze was the perfect missing link to getting to Uniting Kul Tiras
Which of course will get the ever elusive The Wolf's Offensive, that takes you to Nazjatar

If you're like me and can't seem to start this in Shadowlands/pre-patch. You have to do the short questline starting with Earthen Guardian which will take you to Silithus to get the Hearth. Once you do that (10 minutes including cutscenes), this quest will show.

That is, if you've done all the other things said in this commentsection as well.

1) Be lvl 50
2) Be Friendly with (alts not required)
a) Proudmoore Admiralty
b) Storm’s Wake
c) Order of Embers
3) Establish Foothold in:
a) Vol’dun
b) Zuldazar
c) Nazmir
4) Complete Quest - Island Expedition (alts not required)
5) Complete Quest - A Dying World to get the Heart of Azeroth Necklace (Earthen Guardian in Boralus gives Quest)

Before your third foothold, previous in the War Campaign: The Final Foothold
Immediately previous: your third foothold, either Return to Boralus or Return to Boralus or Return to Boralus
Next in the War Campaign: Overseas Assassination
Also opens up Warfronts: To the Front
After patch 8.2 also also opens up Nazjatar: Send the Fleet.

You also need to do Infusing the Heart to get it. During pre-patch, I learned it from hard way.

In the shadowlands prepatch I could not get this quest to show up for me despite all of the requirements, but I did get it to show up after finishing the achievement Loremaster of Kul Tiras, which requires finishing all the main story quests on Kul Tiras.

This could almost be considered the only requirement because I don't think you can get this achievement without getting level 50 and more than friendly with all 3 factions.

So I am writing this after the launch of Shadowlands. I never quit right after BFA due to RL. Anyways while trying to unlock flying I learned I needed to unlock World Quests however I could not this quest to pop up for me despite having the required rep. Searching here found the Island Expedition info which idk if is actually required but I did the first quest though the others have not popped up for the toon yet either. Point being this quest still wasn't available for me. Then I recalled reading somewhere that sometime you can be on a quest chain that will phase you a certain way. It was described as moving NPCs so I thought nothing of it but I figured WTH I would see if any of the BFA stuff i was on might have been the problem.

BAM! I never did the quick obtaining the legendary neck storyline because since BFA is now old content it was not relevant to obtain. But the moment I returned from doing that quest this one was available. IDK if it would have been if I had simply just dropped that starter quest but regardless I may now continue towards unlocking the extra allied races and flying. Lesson learned. I hope this helps someone in the future. Happy playing!

Playing in Shadowlands, or beyond, and can't figure out why you can't start this quest chain?
It's because you need your Heart of Azeroth from Magni in Silithus. Yeah, I skipped it too. Absolutely nowhere does it tell you that you need it, but you do.
In order to start that quest chain you will have to loot an item that requires the HoA. The easiest way to do this is to buy a piece of PvP gear from the BFA expansion, such as the head, that give you azerite powers. This will start the A Dying World quest chain, which takes about 15 minutes, and gives you the HoA.
It took me 3 days to realize this. God speed, fellow frustrated WoW players.

I did everything but I could not get Uniting Kul Tiras.

I guess no one is expecting a player to skip BFA and missed the last 5-6 years completely.

Do everything Mypciscraze said, as below, then make sure you do "A dying world"!

Then you will get to pick up Uniting Kul Tiras from Halford.

I have been bouncing around to all of the comments on here trying to figure out how to get Uniting Kul Tiras. I had the correct reputation and unlocked all 3 footholds.
If you are like me and you cannot get the Silithus quest from the Earthen NPC in Boralus and you are not sure what you are missing...STOP LOOKING AND GO STRAIGHT TO SILITHUS and get The Heart of Azeroth quest from Magni at her encampment towards the middle of Silithus. When you get back to Boralus you will get this quest on the ship (Uniting Kul Tiras) to unlock World Quests.
I have been ready to pull my hair out over this... I hope this helps someone. I'm very relieved I finally figured it out.

TO FORCE THE THING TO SHOW because the earthen guardian won't show anything for you? GO TO SILITHUS AND GET THE PREPATCH CINEMATIC which shows the Illidan and Titans wrap-up.

This is how my long ago maxed husband's finally gotten the Heart. Nothing else worked; Uniting Kul Tiras refused to exist until it was invoked.

THE WAY YOU WILL KNOW YOU ARE ABOUT TO SUCCEED when you go due west from the Caverns of Time teleport - maybe a smidge north, but west definitely - and exit the cavern, and get onto the Silithus map shard, Magni's encampment will have a big orange-ish bangsign on it.

To those wondering what you have to do to get this quest to become available. You've done all the foothold campaigns, you're friendly with all the right people and factions, and you can do island expeditions. You have the required level. What is missing? The quest for the Heart of Azeroth must be completed, up until this quest included:

Infusing the Heart

Note that I did finish one mission from the command table before finishing the quest above. So I cannot tell from my experience if completing a command table mission is necessary.

I just managed to unlock Dark Iron dwarves thanks to "Ready For War", and it gave me quite a headache.

IN ORDER TO SEE THIS QUEST:
- Complete prologue in Boralus (up to when you get choice to select Kultiras maps stories)
- Set up 3 fortresses (Nazmir, Voldun, Zuldazar) - quests on ship
- Complete war table quests / gather 100 war resources (unlock war table - Shadows of War mission completed / recruit reinforcements quest) - best way to obtain war resources is to collect chests in Boralus (google chest map)
- Complete Magni prologue (stone golem in Boralus) - up to earning Heart of Azeroth and getting choice of azerite armors
- Uniting Kul Tiras pops up on your ship
- Reputation requirement? - I managed to turn in the quest without having all 3 "Friendly reps" - dunno if they removed it, I just turned it in immitadely with having only Proudmoore friendly :shrug:

- after that there is rest of the campaign on your ship (returning to your 3 fortresses + attack on Zuldazar)

You now only have to earn this unlock once. Any future alts must only obtain Heart of Azeroth and unlock all 3 footholds in the opposing faction's 3 zones. The reputation requirement seems to have been removed.

Edit: I have gone through this again recently and didn't even need to unlock any footholds. Only obtain the Heart of Azeroth and the quest unlocked. Can anyone else confirm?

Okay, for those who are starting to play AFTER BfA (aka totally fresh), I recently unlocked this and THIS is how I did it. It takes time, but it'll be worth it.

TO UNLOCK MECHAGON:
1. Complete "The Heart Forge"
1a. To start The Heart Forge, you must have completed Nazjatar
1b.To unlock Nazjatar, you must complete "Uniting Kul Tiras"

2. To unlock "Uniting Kul Tiras" you have to:
-complete the questline starting with "Earthen Guardian"
-Have friendly reputation with Proudmoore Admiralty
-Have friendly reputation with Storms Wake
-Must have completed Vol'Dunn Foothold
-Must have completed Zuldazar Foothold
-Must have completed Nazmir Foothold
-Must have done the Island Expedition
-Have friendly reputation with Order of Embers
*To get friendly with Order of Embers (after you're aligible to build rep w/ them) you have to complete the questline w/ Lucille Waycrest; & then complete the "A Slight Detour" questline
-Must have completed "Infusing the Heart" with Magni Bronzebeard in Silithus
-Must have finished "The Wolf's Offensive"
*To get "The Wolf's Offensive", you must complete "Send the Fleet" ("Send the Fleet" is what takes you to Nazjatar)
2a. To be eligible to start gaining reputation with Order of Embers, you must first:
-Complete "A New Order" questline, which is the opening Drustvar questline
2a1. To get "A New Order" questline, you must first complete "Draining the Heartsbane"
2b. To unlock "Infusing the Heart", you must first:
-Have completed "Heart of Azeroth"
-Complete "A Dying World" to get the Heart of Azeroth necklace

How I unlocked world quests and opened nazjatar on an Alliance char that hadn't been there before. I did not have friendly reputations with the Alliance factions of Kul Tiras. However I played through BfA on other characters.

1. Bronzebeard questline (Heart of Azeroth)
- Talk to Earthen Guardian
- Go to Silithus through portal in the portal area of Boralus.
- Do the questline with Bronzebeard and go back to boralus through portal

2. Uniting Kul Tiras
- Take quest Uniting Kul Tiras from Halford Wyrmbane on the ship ( this quest was not available to me before doing Heart of Azeroth questline in Silithus)
- Do that short questline

3. Nazjatar intro
- Talk to Genn Greymane on ship and take Send the Fleet , I did the questline up to A Way Home. The area is phased until questline is complete. You can now take flightpaths.

I did everything said here, i even checked with BTW quest if i am missing something but everything seems to be done and I STILL am not getting the uniting kultiras quest.
I connected my Battlenet account to Wowhead to check the quest tab here and i am still not finding what is missing to get this quest. Could ANYONE please help me? I really think that my Character somehow is bugged.

I am a Horde main and have done everything on that character and unlocked all allied races for the horde side, so the account wide stuff should be applied to this alliance character.

I tried everything but it just is not popping up

This now requires level 60 to accept as of Pre-Patch Phase 2 for Dragonflight on top of everything else. I'm not sure why, but I assume it's because BFA is considered the "Current" Timeline for Chromie Time purposes.

Just wanted to make a quick update to anyone spending days to figure this out like I did. After Dragonflight, the level requirement for this quest to show is now 60. This is in addition to the other requirements mention in other comments.

It seems that as of 10.0.1 the level requirement for Uniting Kul Tiras has increased to level 60. It's nice that Blizz tells us when they do these things.

It seems that the last patch fixed the level requirement issue.
I was able to pick the quest on a freshly made level 50 Void Elf.
I did the Heart of Azeroth quests before.

So as a level 20 what do you need to do to unlock everything for a Mechagnome? I thought you could get the HoA at level 10?
Guess there needs to be a updated guide to figuring this out

Yep, skip all the old stuff and jump right to going to Silithus to meet Magni Bronzebeard so to start the Legendary Cloak questline!

On Alliance, go to the NPC 'Earthen Guardian' at 75, 15 in Boralus Harbor (standing outside, just east of the Snug Harbor Inn in the Tradewinds Market).

On Horde go to the NPC 'Earthen Guardian' at 51, 89 in the southern end of Dazar'alor -- just SW of the kitchen in the Grand Bazaar.
