You have to speak to Stormsong Sentinel / Stormsong Inspector npcs and force them clear the passage.
There are 3 options avaliable: order to open the pass, give some money or just kick him.
If you refuse to give some gold, npc may attacks you, but after you beating him up he'll change his mind.

Found a cool cheese technique. After selecting the "open the pass" option, don't attack the guard, and instead run to the next one. Say the same thing, the first guard stops attacking you, and your percentage goes up! Keep doing this until you reach 100%.

I'd say it worked about 90% time. At one point I was fighting 2 (the previous guard hadn't dropped off), so easier to do if you're a tank class. But definitely cut down on some time and was pretty neat!

I present The Tidesages of Stormsong quest chain. Part of Stormsong and Dance

On Wowhead is a big mess on this story line. First of all Kul Tiran Guard is not giving any quests. All quests are given by Taelia She will follow you all the time. First 5 quests are in Boralus.

1. Stormsong Valley	Start From Scouting Map - Pick it and speak with Taelia.	Taelia
2. The Missing Fleet	Taelia - Speak with Will Melborne to get ferry to Stormsong Monastery.	Taelia
3. Searching for Answers	Taelia - You need to question: Sister Adrianna, Brother Darrel and Sister Celicia. You giving back quest to Taelia bont know why on wowhead is showing wrong.	Taelia
4. Archived Knowledge	Taelia - You need to find Kul Tiran Guard He will take you to the Archives. During conversation you will be attack by Lieutenant Wade Kill Her.	Taelia
5. Time to Leave	Taelia - You need to travel to Stormsong Valley use for that Galeheart ( gryphon ) Is on south in tower next to river.	Taelia
6. Border Issues	Taelia - Clear the blockade. For that speak with Stormsong Sentinel or Stormsong Inspector You have 3 options: - ask to move, -pay them or attack I use all the time option 1 most of them will fight with you some of them will just move back. Get to 100%.	Taelia
7. Carry On	Taelia - Travel to Brennadam to see Taelia. After you will finish this quest you will reach part of Stormsong and Dance.	Taelia

"Sod off, louse" is what they say when subdued. What a weird thing to say after a fight. I understand the "sod off" part, but calling me a louse is unexpected.

Also, they say the same thing whichever choice you make, so don't get your hopes up that they'll like you better if you give them gold.

As far as I can tell the Open the Pass and Just Attack options are equivalent. Never once did Open the Pass not lead to a fight.

Edit: now having done it on several alts, yes sometimes Open the Pass does result in them peacefully dispersing. Interestingly, if you have one of the other militia already attacking you when you talk to one who decides to just move on, it'll (sometimes?) pacify the other attacker(s) that are on you. My suggestion is just to stay mounted and run around asking all of them to Open the Pass and then kill whoever's left attacking you.

If you just want to pay them all off without fighting it will run 15g x 8 soldiers = 120g.

be careful when choosing "Open this pass at once" when there's a group of them.. I had 3 attack me immediately. Thought it would just be a 1 on 1 with that specific guard.. but if others are close enough, they'll all join in.

During beta, the options for them to bribe wasn't available plus they wouldn't leave without a fight. I remember putting some feedback for options on how to do the quest like bribe them or let them sometimes agree.
