Easy enough to solo at level 116 and iLevel 258. Only had the chance to use the gun once, she was dead before the cooldown was over. Compared to previous elites in the Dustvar quest chain, she wasn't that hard.

Location is correct, if she isn't at the tower just wait.

Took forever for her to respawn.

If you have any problem soloing this here's quite the handy tip:

pulling her back to the small wooden bridge zones your character back into Corlain giving you access to Witchrend again.

As of 22MAR2019, she was pretty easy to take down by a 321 GS Enhancement shaman and a random priest. An alliance druid that was 119 popped in as she was about 1/5 health.

30/11/2019 - I was Monk horde wearing 302 ilvl. I tried to solo her first without tactic and failed. She has 2 pets fairly easy to kill and also summons one add periodically, also easy to kill. When you start, use Paralyse on her and kill pets. Paralyse is on 45 sec so you can do it again if you can't kill pets in time. When pets are gone, fight her. You should kill the add as soon she summons it and get healing from spheres. If you are low on health, Paralyse her again and heal yourself, then continue.

I was able to do this quest solo as lvl 120 Mage, trick was to take out each of the mobs one by one, attack one then go invisible, repeat until the two dogs and the guardian guy are dead. Also, taking a shot at her with Witchrend (the golden gun) makes each subsequent volley (arcane in my case) do significantly more damage so she was actually easier to take down than the rest of her crew.

Description

The Waycrest Guard seeks an able-bodied soldier to eliminate a threat in Corlain. A witch by the name of Sister Lilias is wanted for the torture and killing of many of our townsfolk. Her end would prove a boon to all of Drustvar. Present her head to claim your reward.
