2. Zuldazar Foothold	Halford Wyrmbane - At first stay to listen his battle plan when He will finish Speak with Grand Admiral Jes-Tereth to travel to Vol'dun. He is on top of ship naxt to rudder.	Brigadier Thom
3. The Troll's Tale	Brigadier Thom - You will have to see a nice movie.	Brigadier Thom
4. Granting a Reprieve	Brigadier Thom - Slay 8 Forsaken ( Forsaken Deathguard or Bleak Conjurer) and 8 Zandalari (Zandalari Quickblade or Zandalari Axe Thrower ) in Talanji's Rebuke they are on northeast.	Brigadier Thom

This quest bugs out when there is the world quest up in the area. The world quest requires you to heal 5 Sailors and kill 10 Forsaken. You MUST do this world quest before the sailors can be healed to finish this quest. This is only if the world quest is up in the same area.

As a Healer, you can also just cast a Healing Spell on them. Flash of Light works just as fine (and over distance too).
Using this you can raise yourself some support-troops while infight with other mobs (they come to fight by your side)!

If any of y'all are having difficulties finding enough soldiers to heal -- I personally had every other quest near or fully completed while barely scratching the surface on this one -- then maybe this'll help.

Try looking on the shoreline of the area that you're in, on the very western edge of the large overall quest zone, closest to where the NPCs are. You'll know you're in the right spot when you're practically standing outside the actual designated area for the quest itself. Marching up and down the little coastline right there should net you at least half of the objective requirements.
