To complete the quest you have to find and free few workers.
To free them you need to interact with the chains they held by.
Better check north part of quest area, where a house is. There are a lot of workers.

Anyone else bugged out on this one? I got 9 chains, then all of the NPC's with chains phased out, leaving me needing to save one more and with no chains left to break.

The workers are in the bottom in the river bed mostly and have big balls to click on lol. Can't miss em. Try around 45.57 and under bridge.

I am questing for the first time in Stormsong as of 8.3 and stuck at 9/10 having to abandon the quest and redo.

There are so many quests broken, and still broken in BFA.

It seems the trick is that you first go inside the little house where there are two workers. If you click the first and the second just disappears, don't bother continuouing, just abandon and take it again until you can start by clicking on both the chains in the house. The rest 8 are outside around it.

Description
