Only way I could complete this in alpha at current date, was not to do anything. I rode through buildings and got stuck in a loop with a guy with vegetables. It went past that point if I did nothing and just let it ride.

Don't click "Leave vehicle" at the end like i did :D ... or else the quest wont complete

This, as of early Beta, was painful for me to complete. As aforementionned, the horse flew through buildings, through the floor, before it then back-and-forthed a couple of times between a cabbage vendor (of all things, but hey, his cabbages are fresh!) and a wall. Before the horse then slowed to a rate that made RP walking look like Usein Bolt, even though I was hitting the speed boost repeatedly.
My 'Jump' button was also unresponsive. I could have had a three course meal buy the time I finally made it to the point where the cinematic kicks in. My advice is just let it play out, don't leave the vehicle, as I imagine you'll be in an even worse predicament. Bug reports were submitted, and with luck this gets fixed soon! Just be patient for the interim, I guess.

So so bugged, but if you're patient (a 2nd monitor helps), like insanely patient the quest does actually finish and you can complete it. The horse slow walks for most of the way through town. Pushing buttons may make you feel better, but it does nothing. Reading the other advice I just stayed on til I got a quest complete, and was ported back to the turn-in spot.

Mount Proudmoore Charger and chase Priscilla Ashvane.
You'll have 2 abilities - to speed up and to jump over obstacles.
So if you see something blocking your way jump.

Quest Name:	Start and description	Finish
1. Numbing the Pain	Taelia - You need to pick up Evermoss Clump you can find them on tree.	Taelia
2. Righteous Retribution	Taelia - This is little long quest. Go on south Daelin's Gate and get os ship on upper deck you will find crates with Azerite Bombs now get out from ship and throw Azerite Bombs ( You will get extra bar with this spell ). Next we move to east jump on Landing Boat You will be taken to the next ship use same from extra bar Azerite Bombs. Next step is to use Galeheart jump on Him and you will be taken over ship You will have 1 skill use it to burn Blackheart Powder Barrel. Pirates are moving back :D. When you will land you need to move back to Vigil Hill	Taelia
3. Bearers of Bad News	Taelia - Jump on Galeheart and auto fly to destination point.	Taelia
4. Prepare for Trouble	Taelia - Speak with Proudmoore Guard to take them with You.	Proudmoore Guard
5. Make Our Case	Proudmoore Guard - Move on south Unity Square, will start animation. Good that we was close flying around xD now we can save Katherine Proudmoore.	Taelia
6. Enemies Within	Taelia - Slay 6 Ashvane combatant.	AUTO FINISH

8. Hot Pursuit	AUTO START - Jump on Proudmoore Charger and pursued Priscilla Ashvane. You have 2 skills all thing will try to slow you down but any way you can't choose way is Auto run. At the and any way they will stop her but She decide to jump from bridge in to the river.	Taelia
9. Proudmoore's Parley	Katherine Proudmoore - You need to move to Genn Greymane northeast in Boralus Harbor. After finish this quest you will reach Enemies Within from A Sound Plan	Genn Greymane

Quest is just as bugged in release and game as it was in beta, buttons are responsive and what you do does not matter as you end up with the same end result. Huge props for the ATLA reference though!

Seams to be working reasonably well now. Jump button was grayed out the whole time but was still able to use it.

No, even if you literally overtake her, you can't actually catch her. You can actually complete this quest without ever pressing jump just by using charge on cooldown. It doesn't make a difference if you're neck and neck or way behind.

I hate quests like this. Not because they're hard or even tedious, but because the dev team is so bad at them. They're always full of bugs or fail to function correctly in some way, shape or form.

I think they possibly they have sped up my mount, because i kept up with Priscilla fairly easily then she pulled aside while saying "out of my way" to the cabbage guy, I rode right past her, up the stairs, and she didn't come up to the top. Somewhat entertaining, though I had to do the ride again, new bugs are more fun than the same old bugs.
