The Warchief Awaits popped up after first login with a level 110 toon one week after prepatch for BfA.
If you completed the story with one character (of the same faction), you can talk to Sylvanas "I have heard this tale before" to skip the chain after accepting The Warchief Commands (step 2). You'll get teleported to the south of Darkshore with access to World Quests.
You will need to complete the previous chapters to unlock the following ones (chapter 1 and The Battle for Lordaeron (chapter 3, step 2) can be skipped).

Chapter 1 (unlocked 07/24/2018):

It took around 40 minutes.

Chapter 2 (unlocked on 07/31/2018):

Saurfang Returns - find Saurfang (I got this quest after entering Darkshore)
No Small Mercy - click 8 citizens
Seaside Rendezvous - kill 2 named NPC (Caranne Briarbow and Ariel Stagguard)
Driving Them Out - kill 15 defenders
Killer Queen - fly to the marked area, find Saurfang, watch roleplay and meet Sylvanas at the beach (45.52, 18.26). Click her dialogue (cinematic)

It took around 11 minutes, starting at Darkshore's south & without cinematic.

You will gain War-Torn Reins of the Undercity Plaguebat (teaches Undercity Plaguebat) at the end (reward from Killer Queen) and also get Teldrassil Hippogryph (Smoldering Reins of the Teldrassil Hippogryph) for the other faction at the same time. So you only need to complete the quest chain on one faction to get both mounts, but they are bound to their faction.

Chapter 3 (unlocked on 08/07/2018):

Battle for Azeroth: Hour of Reckoning - meet High Overlord Saurfang (popped up after login)
The Battle for Lordaeron - speak to Isabella on the left side, click the dialoge to start the scenario (20 man) - you can skip this step, if you completed this before on an other character
- kill enemies to fill the bar
- follow Saurfang and help him to go to the middle of Undercity
- click the dialogue of Uc's citizens to fill the bar
- use Portal to Lordaeron below the bank
- follow Saurfang and kill all enemies in front of Undercity (3 waves) (cinematic when done)
- speak to a Sludge Guard to get Blight Canister. Click Wounded Horde Soldier to fill the bar (cinematic)
- follow Nathanos Blightcaller
- fight against the Alliance (cinematic)
- follow Nathanos Blightcaller again
- wait for her and follow Lady Sylvanas Windrunner (cinematic). You'll get transported to Og after that

It took ca. 27 minutes, starting in Og at Saurfang (ca. 21 without cinematics)

Chapter 4 (unlocked on BfA Release):

A Dying World - travel to Silithus and meet Magni (popped up after login). Speak to Zidormi, if you changed the phasing in Silithus before
The Heart of Azeroth - follow Magni to the translocator and click the console's dialogue (cinematic). Speak to Magni
You will get Heart of Azeroth and Have a Heart
Infusing the Heart - use your extrabutton Heart of Azeroth at the azerite ores to fill the bar, go to the middle and click it again
The Speaker's Imperative - go to Orgrimmar (use the transporter behind Magni) and meet Nathanos Blightcaller
Battle for Azeroth: Mission Statement - enter Grommash Hold (cinematic) and meet your team in the inn
The Stormwind Extraction - click Blightcaller's Easy Death on the table and go to the wall. Click Skyhorn Eagle, it will transport you to the solo scenario:
- destroy the two padlocks and enter Stormwind's sewer
- go to the marked area and meet Rokhan
- click the door, speak to High Overlord Saurfang (wait for his dialogue is complete before you open the next door. Might bug otherwise)
- go to the mark on the other side, click the door to free the Zandalaris. Follow and defend your team on the way to the northeastern part of the dungeon. Click Stormwind Sewer Access
- speak to Rokhan and follow him. Speak to him again after you jumped into the water, follow again
- kill attackers and follow your team and speak to Nathanos Blightcaller. Follow again
- destroy Icy Barrier
- kill enemies on your way to the nothern dock. Enter your ship and speak to Princess Talanji (cinematic)
Welcome to Zuldazar - follow Princess Talanji
Rastakhan - click Enforcer's Pterrordax, it will transport you to the princess. Talk to her (cinematic)
Speaker of the Horde - speak to Zolani and follow her. Use the elevator and click Horde Banner at the balcony
Re-enter the building and visit the tree chambers. Turn in at the other room at the floor
To Matters at Hand - meet the princess
We Need Each Other cinematic. You get Welcome to Zandalar after turning in
Quest line done - now you can chose your preferred quest area at the map on the table

It took ca. 55 minutes (ca. 50 without cinematics)

Upon returning to Astranaar to turn in this quest, High Overlord Saurfang asks, "Where did all of these wisps come from?"

Gee, maybe from all the night elves that were just killed?

EDIT: As of August 9, 2018, it appears that Saurfang no longer says this line.

I'm kind of disappointed.

Dockmaster Mugok is also interactable during this quest. When talked to, you have the option to say

We must make room for the arrival of the warchief's fleet. Can you clear the docks?

However, it appears he has no reply in response to this question. (The dialogue box just closes.)

Here's the short dialogs you have with each NPC during this quest.

Commander Grimfang

Commander, the warchief asks that you prepare your outpost for an incoming army.

Commander Grimfang says: Zoram'gar will stand ready! For the Horde!

Dagrun Ragehammer

Warchief Sylvanas Windrunner requires your aid repairing her soldiers' weapons.

Dagrun Ragehammer says: My forge is always ready, <name>.

Innkeeper Duras

The warchief needs rations and lodging for an incoming army.

Innkeeper Duras says: We are a small outpost, but I will gather what we have. The Warchief and her army will want for nothing- I swear it! Lok'tar ogar!

Zoram'gar Outpost
• Accept the quest, Zoram'gar Outpost, from Lady Sylvanas Windrunner at coords 37.8, 56.2 (Astranaar, Ashenvale).
• Travel northwest, to Zoram'gar Outpost, to coords 13.0, 34.0.
• Speak with Innkeeper Duras.
• Exit the Inn and head west, over to 12.0, 33.8, then speak with Commander Grimfang.
• Go southwest, into the Forge, to coords 11.4, 35.2 and speak with Dagrun Ragehammer.
• Exit the Forge and fly, back to Astranaar, to coords 35.2, 49.4.
• Turn in the quest to High Overlord Saurfang.

Description

Saurfang shall establish our troops here, now that Astranaar is ours. I shall continue my hunt for the only creature that can stop our march to victory: Malfurion Stormrage. Our next order of business will be to establish a foothold at the base of Darkshore. Commander Grimfang of the Zoram'gar Outpost should be able to accommodate an incoming army. Inform him of our arrival and ensure the necessary preparations are made.
