He stands behind the monument.
I got a bug twice, when cant see him, relog helped me to fix that.

This is bull%^&* that I have to go do a raid to unlock this questline! I don't raid! And I have to do it for all my alts! dosent even unlock for the rest of my account after 1 does it! Really fracking the solo players blizzard! not cool!

This quest did not appear for my fiance, however he then remembered he still have some quests opened and instantly joined LFR. So we can say for certain that those who are not getting the quest to pop up, you need to complete the quest to finish Antorus. Antorus, the Burning Throne: The Death of a Titan
This can be completed in LFR so complete that quest chain, get your leggo ring and your quest summon to Stormwind should then appear.

If you are having trouble getting this quest, what worked for me was, after doing the Argus fight, go to Silithus where the sword should be, fly a bit around it and then log out and then back in, quest poped as soon as i was logging in, if you have Silithus set to the past, talk to Zidormi and set it back to present sword time xD, not sure if linked for the quest to pop, but just in case.

My gnome warlock got this quest without ever setting foot on Argus. I did kill Argus in Antorus, the Burning Throne (LFR), but did not have the quest Antorus, the Burning Throne: The Death of a Titan... /puzzled

Confirming you can get this quest by killing Argus only, on LFR. I had to relog to get the quest to pop

Today I received this quest on toons that haven't killed argus yet, probably a hotfix of some sort.

All characters get this now, regardless of whether you've ever even been to Argus, much less to Antorus. In the likely event you don't actually want to do it on all of your alts, abandoning it doesn't help because it'll just be added again on next login. (Tested, and this does currently happen.) To effectively ignore it you'll have to turn in the first quest in Stormwind then just skip taking the next. Note that doing the chain through means your artifact weapon is boosted to maximum power at least for the rest of 7.3.5, so you might want do it on alts -- particularly those you still want to try the mage tower with.

I've been going thru my alts to update missions, etc. I've had this (mandatory) quest appear on every 110. I think I've only done Argus on about 25% of them and only done the Argus quest on 1-2. Pretty sure it's a prelude to BFA.

This quest is an instant (auto accept) quest now available at login to ANY level 110 character regardless of how far you've progressed on either Argus or Broken Isles as long as they have completed up to Sizing Up The Opposition .

To be clear: Only the level 110's who have reached / completed Sizing Up The Opposition receive the quest upon login.

Once you recieve the quest, travel to King Varian Wrynn's monument (grave) in Lion's Rest in Stormwind City south east of Stormwind Harbor

Meet with Master Mathias Shaw and turn in the quest.

Master Mathias Shaw will offer follow up quests.

Those quests will lead you to a much changed Silithus.

What do you do with all the artifact power tokens you get after completing this quest? Can't sell them. Any reason to save them for future use and where, when bag space is limited anyway. Awesome have that aspect done but what a waste when trying to complete world quest etc.

Had two fresh 110s trying to get this quest

My warlock and death knight have both never killed Argus in any mode but my DK got the quest on login and my warlock didn't.

Multiple relogs/zone changes/dala ports over the course of 2 days did nothing but after I killed Argus on LFR and then re-logged, the quest finally triggered. So if you're having the same trouble as me in acquiring the quest, queue up for LFR Argus and force it to trigger.

Was finally able to receive this quest on an alt after going to Silithus and talking to Zidormi to see the current Silithus with the Wound in the World.

/way Silithus:Kalimdor 78.75, 21.67 Zidormi

After porting back to Stormwind, I could see Mathias Shaw, unlike before, but still no quest popped. Logged off, relogged and there it was. Summons to Stormwind

I have a ton of alts and all of them but one was able to get this quest upon logging in. Nothing worked until I did the above steps.

First quest might only pop up after killing Argus once on that account (can be done in LFR). Relog should help, if it does not show up for you or close your client completely, if you have done step 9 and The Speaker's Call does not trigger (as described here).
You can switch the zone phasing at Zidormi, if you can't see your quest giver in Silithus.

If you just want to empower your artifacts quickly, you can skip the optional quests.

Summons to Stormwind - go to Stormwind and meet Master Mathias Shaw
Gifts of the Fallen - click his dialogue (Video)
Witness to the Wound - travel to Silithus. You can use the portal to Uldum in Stormwind (/way Stormwind 75.10 20.36)
Free Samples - kill Bilgewater Laborer and collect 8 ores
(optional) It's a Sabotage - place 10 Dynamite Bundle
(optional) Desert Research - turn in at Tammy Tinkspinner near you
(optional) The Source of Power - collect 10 brains
(optional) Larvae By The Dozen - click 12 broodlings
The Twilight Survivor - kill Michiel Voidstrider and (optional) accept/complete A Wee Bit O' Cloth at the toilet
A Recent Arrival - speak to Archmage Khadgar
The Speaker's Perspective - go to Magni Bronzebeard in Silithus
The Blood of Azeroth - return to Staghelm Point
The Speaker's Call - speak to Laurette Royston, she'll transport you to Magni
The Power in Our Hands - click the dialogue (Video)

Questline (incl. optional quests) took around half an hour, started from Sw/Uldum. Without optionals and cinematics it were 15 min.

Now all of your character's artifact weapons are empowered to maximum.

1. Bodyguards attached to your character when doing the quests appear to receive 1000 XP per kill even though they are not with you. So if you have anyone you're still leveling, attach em!

2. The flight master on the ship will take you back down if for some reason you don't want to hearth or fly.

Newly boosted characters currently need to complete through Sizing Up The Opposition in order to unlock this; see the boost article for more information.

Titanstrike (or my artifact power?) appears to have been downgraded after this quest. I was on my way to 808 billion, now I'm on 0/256 billion.

I dinged my Void Elf warlock to 110 and went directly to SW. No quest popped up, so I relogged and it was there upon login.

As an experiment, I kept every AP token I'd picked up along the way levelling in case I had to use them on my weapon for a quest or something, but it seems I can vendor them all.

Don't use them, sell 'em and reap the golds :)

Also, I didn't do any Cata zones during levelling but the portals were all active and able to be used, certainly when I'd hit 110 but I hadn't checked earlier.

I have a strange, different issue. I had the quest in my log, but it disappeared when I went to Stormwind to do it. And now I can't get it to come back.

I didn't get around to doing this quest chain until tonight and found that the initial bread crumb quest to talk to Shaw had been removed from my quest log and could not be picked up again from anywhere in Stormwind. Shaw also is not standing at the King's tomb either.

I flew to Silithus and found that the quest chain picked up at Staghelm Point (Alliance). I got "It's a Sabotage," and "Free Samples."

Hello! This is important as this quest has been removed as of 8.0.1.

This is my support ticket from the game masters when i was unable to get the quest to trigger

Thanks for getting in touch with us about this storyline. Please note that the storyline you're looking for has been removed from the game since the 8.0.1 patch, which is why you can't find the quest "Summons to Stormwind" any longer.

The "Summons to Stormwind" (and "Summons to Orgrimmar" for Horde) are what we call "breadcrumb" quests, used only to direct your attention toward a specific area.

The breadcrumb quests have now been removed from the game, however you can still travel to Silithus on your own and do the end-part of the storyline from there (except for the Artifact overcharging bit as this is no longer in the game).

So in short; this is working as intended as the breadcrumb quests have gotten removed from the game. If you make your own way down to Silithus you can still do the few quests that still remain in the game from that storyline that end with the quest "The Blood of Azeroth".
