Grol Warblade can be found in Silithus, at Southwind Village.
So, make your way to Silithus (use portal to Uldum or Old Dalaran).
Southwind Village is a quest hub for horde, located at east part of zone.

TBH, I was a goblin doing this and I hoped the disdain for me was for goblins only as a little flavour since I never understood why Gallywix wouldn't be pleased for having powerful heroes come to guard his operation.

Atleast Goblins make sense since they were Gallywix's buisness rival and thus he would harbor great distaste to us being there in his buisness.

Ways to get to Silithus:

Orgrimmar -> Portal to Uldum -> Fly the remaining distance to Silithus
Legion Dalaran -> Portal to Caverns of time -> Fly the remaining distance to Silithus
Mage Portal to Theramore -> Fly the remaining distance to Silithus
Engineers (Gnome) Ultrasafe Transporter: Gadgetzan -> Fly the remaining distance to Silithus
Stormwind -> Portal to Uldum -> Fly the remaining distance to Silithus

Is this quest important for something or is it just fluff? I understand doing quests to gain rep and to complete a process (ie., if it's a leatherworking quest then I have to do it to continue leveling my leatherworking) or to make money. But to just do a stupid quest that takes me all over the planet, I'd rather just skip it unless it's going to bog my game down in some way, stop my progress in some chain of events. I've done that in the past, just skipped a quest, and then later found out it was critical for me to be sucessful in the game. Take one for the team. Do a quest even though you don't like it or want to but because the end justifies the means.

Note, I did notice that when i went to accept it it put itself in its own category on my list of quests, called Silithus: The Wound. Makes me think it's not part of my class or professional quests but I want to be sure before i abandon the quest and never return here again.

Also I have done it on 2 other toons, and it's such boring quest, goingn back and forth all the way across Silithus to kill or collect stuff, ugh. Such a boring quest line. The only thing that was interesting about it was that big wound in the middle of the land (spoiler) and the way Silithus has changed since I was there back in my early toon life.

First quest might only pop up after killing Argus once on that account. Relog should help, if it does not show up for you or close your client completely, if you have done step 9 and The Speaker's Call does not trigger (as described here).
You can switch the zone phasing at Zidormi, if you can't see your quest giver in Silithus.

If you just want to empower your artifacts quickly, you can skip the optional quests.

Summons to Orgrimmar - speak with Nathanos in Orgrimmar
A Recent Discovery - click his dialogue (Video)
Witness to the Wound - travel to Silithus. You can use the portal to Uldum in Orgrimmar
Lazy Prospectors! - click 10 goblins
(optional) No Spies Allowed - kill 10 stealthed agents
(optional) Desert Research - speak to Pixni Rustbomb near you
The Twilight Survivor - kill Michiel Voidstrider and (optional) accept/complete A Wee Bit O' Cloth at the toilet
(optional) The Source of Power - collect 10 brains
(optional) Larvae By The Dozen - click 12 broodlings
Khadgar's Request - speak to Archmage Khadgar
The Speaker's Perspective - go to Magni Bronzebeard in Silithus
The Blood of Azeroth - return to Southwind Village
The Speaker's Call - speak to Urok Windcleaver, he'll transport you to Magni
The Power in Our Hands - click the dialogue (Video)

Questline (incl. optional quests) took around half an hour, started from Og/Uldum. Without optionals and cinematics it were 10 min.

Now all of your character's artifact weapons are empowered to maximum.

All this needs to be done in present day Silithus. I was in the past and ran around looking for him! Talk to Zidormi at 78.8, 21.8 to travel through time. If you open your map, Zidormi also shows up as chat bubble in the top right corner.

Had a boosted character that could not get this quest even after Argus kill, tried going to Silithus and altering the timeline with Zidormi, then logged out and back got the quest to go to Org.

Description

The Bilgewater Cartel have already begun mining operations in Silithus to extract this mysterious substance. The Warchief has insisted that you personally oversee the extraction efforts in Silithus and prevent the Alliance from interfering. Gallywix seemed less than pleased with your appointment, but nobody refuses Sylvanas... You must go to Silithus at once. The base commander is awaiting your arrival.
