Raise a Glass! quest is located in Tiragarde Sound Dead Man's Tale on Kul Tiras Isle.
It's a part of Freehold quest line to obtain A Sound Plan achievement.
To complete the quest talk to Venrik and have a drink.

Quest Name:	Start and description	Finish
1. Freehold	Flynn Fairwind - Use Kill Credit: Flynn's Spyglass will start animation thats all for that quest.	Flynn Fairwind
2a. The Irontide Crew	Flynn Fairwind - You need to collect 3 Azerite Cutlass ( kill Irontide Cutthroat ) and 2 Trickshot's Azerite Powder Horn ( kill Irontide Trickshot ) drop is not 100% you can find mobs in Freehold.	Flynn Fairwind
2b. Papers, Please	Flynn Fairwind - you need to open Strongbox to get Dockmaster's Records. Kill Dockmaster Marl take Dockmaster's Key to open stronbox. Mob like i Strongbox are in same place. If you will see boc but no mob just wait for re spown.	Flynn Fairwind
3. Dress to Impress	Flynn Fairwind - Use Irontide Hat and speak with Irontide Recruiter then pass the bridge and go to first house on right to reach Venrik.	Flynn Fairwind
4. Raise a Glass!	Venrik - speak with Venrik pick "Ale." option. Open you bag and drink Ale :D.	Venrik
5. Rodrigo's Roost	Flynn Fairwind - Go to Rodrigo He is located on top of next house ( where is Flight Master icon ) and go back to Flynn Fairwind He is in same place where was quest given ( some times is not showing on map )	Flynn Fairwind
6. The Big Job	Flynn Fairwind - You need to collect 3 orders: Bilge Rat Orders, Cutwater Corsair Orders and Blacktooth Bruiser Orders. All of them are droping from different fraction. If you will attack one mob from fraction others from same fraction will attack you to.	Venrik
7. Fairwind's "Friends"	Venrik - You need to go to Ring of Booty is on west and Help Flynn Fairwind after you Untie Flynn Harlan Sweete will start his game - 3 rounds after all go to see Taelia She is on griffin next to Rodrigo. After you will finish this quest you will reach part of A Sound Plan.	Taelia

Got paid 6g to drink a glass of milk in a skull mug and free rep. It almost matches the difficulty level of 'Mmm... Amberseed!' from Grizzly Hills.

A WORD OF ADVICE: You will be given an Irontide pirate disguise (extra action button) for the Dress to Impress, which allows you to do that one and several others, as you will be neutral to Freehold citizens. DO NOT DO Fairwind's "Friends" until you've done (and turned in) everything else in Freehold. When that quest is complete, you will lose your disguise! It makes it very hard to do the other quests or even just to turn them in, because you'll have to kill everything in your path!

Quests in the main Freehold line: The Keys to Success in Freehold, Raise a Glass!, Rodrigo's Roost, The Big Job and Fairwind's "Friends".

Freehold side quests: Recruiting Efforts, Flew the Coop, Rodrigo's Revenge, Missing Treasure!, Loaded for Bear, The Beatings Will Continue, and Rig Robbing.

I order but can’t pick up any of the mugs on the bar. I reorder 4x. I check my gold and see I haven’t been charged. There are my 5 drinks — bagged. I (cough) raise my glasses.

Typically, despite being the most badass option by far (duh) the milk in a skull mug gives you the best buff too, if you care for a minute buff #forscience:
1) Ale: -10 Intellect
2) Milk: +10 Stamina
3) Milk in a skull mug: 5% Stamina.
