In the latest Alpha builld (26231), Brother Therold is east of where the quest indicator is on the minimap. You can find him across from the ferry master at Anglepoint Wharf.

2. Aiding the Wharf	Brother Therold - You need to pick up Seal Blubber, Bundle of Vellum and speak with Hera Copeland.	Brother Therold
3. Sharks in the Water	Brother Therold - You need to kill 6 Invading Dreadmaw i had problem with this xD a lot of ppl was doing this quest in same time :D.	Brother Therold
4. A Cure from the Sea	Brother Therold - You need to Pick up Bunch of Seaweed they are in the water.	Brother Therold
5. Stinging Barbs	Okri Putterwrench - You need to colleact 4 Intact Venomous Barb they are droping from Barbtail Stingray drop is less then 100%. They are in water.	Okri Putterwrench
6. Pulse of the Wharf	Brother Therold - You need to speak with 3 NPC with the last one You will fight. Julian Nichols, Ginger Freelin and Aaron Gutier.	Brother Therold

If you somehow met Brother Therold ealier (e.g. going back to The Norwington Estate from Boralus by ferry boat in Anglepoint Wharf) and you already have Aiding the Wharf in your questlog you won't see Anglepoint Wharf. There will be no exclamation mark above the note for help.
Just go, do Aiding the Wharf and don't worry about A Sound Plan. It will be at the end, as if nothing happened.

I have this quest, I just finished the quest line at Norwington Estate. I am here at the waypoint listed, I see the big yellow Question Mark on my min map, but there is no Brother Therold anywhere! I can't turn this in!

Cannot find where to pick this quest up along with two other quests that are marked incomplete or false when script is ran. These three are the only quests that I need to complete in Tiragarde Sound. Can anyone please help?

WoWhead has the ? In the wrong point that's too far west, the Anglepoint wharf is just by the N in the Norwington Estate (the jetty right to the South West).

If you are looking for the next quest after Norwington Estate, you need to go the hut at 53 28 and select the left quest called Help Wanted.
This will start the Anglepoint Wharf quest line.

I started Drustvar first as a questing zone and somehow ended up with the "To Anglepoint" quest (meeting with Jaine) when I got to Anglepoint it was filled with Horde soldiers. Dropping that quest changed the phase back to what it should have been and I could see BrotherTherold.
Hope this helps someone.
