Around the marked area, you'll have some Pterrordax Hatchling that you'll have to shoo away, and to do it, you'll just have to run through them.

After completing this quest and Pterrortorial Dispute, you'll have access to Competitive Devotion.

In the current beta build, there is a bug with this quest that allows only four of the hatchlings to be able to be shoo'd away. Two are at the south end of the plaza, and two are on the east wall side of the quest area. In order to currently complete the quest, you need to wait for these four to respawn over and over again. Here is a short video showing the four that work as well as attempts on all that do not work:

Edit: I've been told this fix doesn't work for everyone, but it has worked for several people.

Easy and quick to do quest. All you need is run through Pterrordax Hatchlings.
There a lot of them all over the quest area, they grouped and neutral
