In this quest, you'll have to speak with Zolani and take the elevator down with him.
Downstairs you'll find Princess Talanji and outside you'll have one Horde Banner where you'll be able to Summon Horde.

After you investigate all the three zones inside of Dazar'alor, you'll have to deliver the quest to Chronicler To'kini, which is in the first room on the left, when you enter Dazar'alor. He is also the Inscription Supplier.

Next Quest will be: (given by Magni Bronzebeard).

It's bugged at the moment in beta. Cannot complete the treasury and the hall part. You can however log out in the area and it should be completed when you log back in.

After you got down 1 floor, exit the temple and you will see a Horde banner, Use this banner

Visit 3 locations:

The Great Seal - in the middle, just go strait
Hall of Ancient Paths - down the stairs at the very end of the room, to the left ( you will see portal there)
The Royal Treasury - the other side down the stairs (Bank room)
End of the quest is near the entrance to the temple. Chronicler To'kini
Lower lvl, dont take the stairs up, to the right from the entrance(to the left if you exiting the temple)

Speak to Zolani and follow him into the romm where you should take a lift down
After getting down go outside of the room and use the Horde banner in the front of entrance.
Then get back inside and check three rooms:

The Great Seal - room in the middle, should be counted as well.
Hall of Ancient Paths - it's the room right of The Great Seal room.
The Royal Treasury - it's the room left of The Great Seal room.

If you jump off to get down without talking to Zolani, to get back up there are elevators inside in the back left and right corners of The Great Seal

If you hearth, to say turn on war mode. You can find the portal in the cleft of shadows near the portals to dalaran, blastedlands etc. The boat to Zandalar, won't show up this early in the questline.

The Warchief Awaits popped up after first login with a level 110 toon one week after prepatch for BfA.
If you completed the story with one character (of the same faction), you can talk to Sylvanas "I have heard this tale before" to skip the chain after accepting The Warchief Commands (step 2). You'll get teleported to the south of Darkshore with access to World Quests.
You will need to complete the previous chapters to unlock the following ones (chapter 1, The Battle for Lordaeron (chapter 3, step 2) and The Stormwind Extraction (chapter 4, step 6) can be skipped after completing it once).

Chapter 1 (unlocked 07/24/2018):

The Warchief Awaits - meet Lady Sylvanas Windrunner in Undercity (use the middle doorway in the Apothecarium to reach her -> /way Undercity 53.22 62.73 Entrance). Don't use the teleporter from Silvermoon to go to Uc, this might kill you
The Warchief Commands - travel to Crossroads and meet High Overlord Saurfang - you can skip this step and the rest of this chapter, if you completed it on an other character before
A Quick Diversion - travel to Astranaar in Ashenvale and meet Lorash
Everybody Has a Price - dismount and use your extrabutton to mark the guards
A Timely Arrival - meet Lady Sylvanas Windrunner
Zoram'gar Outpost - fly to Zoram'gar Outpost and speak to the mentioned NPC. Return to Astranaar
On The Prowl - turn in at the border between Ashenvale and Darkshore
Into the Woods - kill 6 enemies
Ripe for the Picking - return to Zoram'gar Outpost
A Quick Flyover - speak to Zarvik Blastwix and kill wisps and trees
An Unstoppable Force - return to the border to Darkshore, pass the wall and wait for Sylvanas. Reload, if she doesn't appear for you
A Glaive Misunderstanding - burn glaives with your Everburning Torch
Clearing Them Out - kill 7 elfs
Blurred Vision - kill 8 owls and 10 furbolgs
The Trees Have Ears - kill Burning Ancient (cinematic after turn in)
The Blackwood Den - kill 10 furbolgs
Aggressive Inspiration - place 3 banners
The Start of Something Good - return to Zoram'gar Outpost
A Very Clear Message - kill 10 elfs
Fueling the Horde War Machine - collect Azerite lying around
A Gift of Azerite - turn in at the marked area
A Wild Ride - click Goblin Hellion, it will transport you. Kill enemies
A Looming Threat - return to Sylvanas and click her dialogue
After that 4 World Quests in Darkshore popped up.

It took around 40 minutes.

Chapter 2 (unlocked on 07/31/2018):

Saurfang Returns - find Saurfang (I got this quest after entering Darkshore)
No Small Mercy - click 8 citizens
Seaside Rendezvous - kill 2 named NPC (Caranne Briarbow and Ariel Stagguard)
Driving Them Out - kill 15 defenders
Killer Queen - fly to the marked area, find Saurfang, watch roleplay and meet Sylvanas at the beach (45.52, 18.26). Click her dialogue (cinematic)

It took around 11 minutes, starting at Darkshore's south & without cinematic.

You will gain War-Torn Reins of the Undercity Plaguebat (teaches Undercity Plaguebat) at the end (reward from Killer Queen) and also get Teldrassil Hippogryph (Smoldering Reins of the Teldrassil Hippogryph) for the other faction at the same time. So you only need to complete the quest chain on one faction to get both mounts, but they are bound to their faction.

Chapter 3 (unlocked on 08/07/2018):

Battle for Azeroth: Hour of Reckoning - meet High Overlord Saurfang (popped up after login)
The Battle for Lordaeron - speak to Isabella on the left side, click the dialoge to start the scenario (20 man)- you can skip this scenario, if you completed it on an other character before
- kill enemies to fill the bar
- follow Saurfang and help him to go to the middle of Undercity
- click the dialogue of Uc's citizens to fill the bar
- use Portal to Lordaeron below the bank
- follow Saurfang and kill all enemies in front of Undercity (3 waves) (cinematic when done)
- speak to a Sludge Guard to get Blight Canister. Click Wounded Horde Soldier to fill the bar (cinematic)
- follow Nathanos Blightcaller
- fight against the Alliance (cinematic)
- follow Nathanos Blightcaller again
- wait for her and follow Lady Sylvanas Windrunner (cinematic). You'll get transported to Og after that

It took ca. 27 minutes, starting in Og at Saurfang (ca. 21 without cinematics)

Chapter 4 (unlocked on BfA Release):

A Dying World - travel to Silithus and meet Magni (popped up after login). Speak to Zidormi, if you changed the phasing in Silithus
The Heart of Azeroth - follow Magni to the translocator and click the console's dialogue (cinematic). Speak to Magni
You will get Heart of Azeroth and Have a Heart
Infusing the Heart - use your extrabutton Heart of Azeroth at the azerite ores to fill the bar, go to the middle and click it again
The Speaker's Imperative - go to Orgrimmar (use the transporter behind Magni) and meet Nathanos Blightcaller
Battle for Azeroth: Mission Statement - enter Grommash Hold (cinematic) and meet your team in the inn
The Stormwind Extraction - click Blightcaller's Easy Death on the table and go to the wall. Click Skyhorn Eagle, it will transport you to the solo scenario (you can skip this scenario, if you completed the chapter on an other character before and continue with step 7):
- destroy the two padlocks and enter Stormwind's sewer
- go to the marked area and meet Rokhan
- click the door, speak to High Overlord Saurfang (wait for his dialogue is complete before you open the next door. Might bug otherwise)
- go to the mark on the other side, click the door to free the Zandalaris. Follow and defend your team on the way to the northeastern part of the dungeon. Click Stormwind Sewer Access
- speak to Rokhan and follow him. Speak to him again after you jumped into the water, follow again
- kill attackers and follow your team and speak to Nathanos Blightcaller. Follow again
- destroy Icy Barrier
- kill enemies on your way to the nothern dock. Enter your ship and speak to Princess Talanji (cinematic)
Welcome to Zuldazar - follow Princess Talanji
Rastakhan - click Enforcer's Pterrordax, it will transport you to the princess. Talk to her (cinematic)
Speaker of the Horde - speak to Zolani and follow her. Use the elevator and click Horde Banner at the balcony
Re-enter the building and visit the tree chambers. Turn in at the other room at the floor
To Matters at Hand - meet the princess
We Need Each Other cinematic. You get Welcome to Zandalar after turning in
Quest line done - now you can chose your preferred quest area at the map on the table

It took ca. 55 minutes (ca. 50 without cinematics)

There are portals to capitals after completion: Inside of the pyramide at the bottom /way 52.83 71.0 Entrance to portals for Silvermoon City, Orgrimmar, Thunder Bluff
Portal in Orgrimmar to Zuldazar in the Cleft of Shadows near the portal to Dalaran.

I haven't maxed out yet, but wondering if anyone knows what portal appears on the forth pad; in the corner to the right of Thunder Bluff.

Once you turn in this quest you will then phase into the normal phase in The Great Seal where you can see other players inside. If you are still on this quest chain you will not see any other players until this quest is turned in.

turn in is with Chronicler To'kini at 34.33, 43.67 in the room by himself on the immediate right when you walk in from outside

Why are people calling Zolani a him anyway? Am I missing something.
Anyway, she offers you the fastest way down, a long walk through to a bloody elevator (I have a bad history with elevators.)
Well, I offer you a faster way, go over to her, then back to rastakhan, and jump! After a moment the flag will spawn. (Might need something to help with the fall, look for a safer place to jump from otherwise)
She only offers a quickish way down, I offer you the -fastest- way down!

seems that turn-in is to Talanji now not chronicler To'kini, needed to at least log out and log back in to talk to Talanji tho (not sure is that enough as i went to do other stuff after abandoning the quest twice)

I went in an LFG dungeon in the middle of this quest and when I got back Talanji was nowhere to be seen to turn in the quest. Had to abandon and redo it.

I was having trouble with Princess Talanji disappearing when I was supposed to turn in the quest. The fix was to finish the quests to unlock the Zandalari allied race.

As bood3e has mentioned, I needed to do the quest to accept the Zandalari into the Horde first to be able to finish this quest. The princess would just despawn after having gone down the elevator and talking to all the required NPCs.

Initially I tried to get this by going to the embassy in Orgrimmar, but the Zandalari option didn't show up for me there, and after some guessing around I accepted the quest A Queen's Entourage from Natal'hakata (I think), who was standing just at the exit of the hall. I probably had accepted the quest at the embassy before that and simply forgot.
After that quest line I flew back to the throne room, passing her supposedly dead father Rastakhan still standing on the balcony , and after the audience I could finally go back to the main hall and turn in this quest.

What a mess.
Note that I was able to turn in this quest just fine on another character before that, with which I had been leveling only in Zuldazar (and Mulgore before that). But with the character I had trouble with, I was mainly doing questing in Pandaria and after that some farming, so at some point I probably pushed him into this phasing mess. ._.

If Princess Talanji doesn't show up by the war table and logging out or abandoning the quest doesn't work, finish the Zandalari Troll Allied Race quest chain. You might have started the questline and forgot to finish it like me. Being on the questline will phase you out and Princess Talanji will not appear. After completing the questline and unlocking the Zandalari Troll Allied Race, Princess Talanji will show up beside the war table.
