I want to know the prerequisites to, how this quest is started, but I can't find anything about it. I've looked at the guide, maybe overlooked it? but not anything about starting this quest.

Once you've completed Breaching the Tomb by handing in the final quest, this quest will be available nearby at Deliverance Point on the Broken Shore.

You've finally passed all the barriers in your path. Time to earn your Highlord's Golden Charger!

I can't seem to get the quest to pop up, I've completed Breaching the Tomb, I'm Exalted with Armies of Legionfall, and I've already unlocked flying... Any Ideas?

Quest line for the class mount Highlord's Golden Charger starts at Champion Cyssa Dawnrose on Broken Shore after completing Breaching the Tomb with a Paladin.

Worthy of the Title - travel to your order hall
Preparations Underway - buy or craft a Stonehide Leather Barding (by a leatherworker, costs 25 Stonehide Leather)
The Hammer of Dalaran - go to Alard Schmied in Dalaran
A Few Things First - bring him 25 Leystone Ore and 1 Suramarian Sapphire (vendors for the sapphire are Sundries Merchant in Suramar, one is here: /way Suramar 49.29 74.75 Entrance, costs 500 Ancient Mana. Use your Masquerade buff or he won't interact with you)
Leather to Legendary - watch the dialogue, pick up the Plated Barding from the anvil and return to your order hall
Stirring in the Shadows - use your order hall's exit to Eastern Plaguelands and travel to Stratholme. Talk to Defender Sterius to start the scenario and follow its story line.
You can ride inside. Defeat mini bosses (kill the trash mobs in front of the towers to let them spawn) and free the paladins after that.

Return to the entrance, talk to Lord Grayson Shadowbreaker and click the Blessed Mount Barding
Run to the end of the instance, enter the chamber and leave it again to start the fight against Raemien the Soultaker (focus on him). Let Lord Grayson Shadowbreaker bring you back to your order hall.

Highlord's Golden Charger will be added to your mount collection automatically after turning in the quest.

Other color schemes are obtainable by full skilled artifact weapons (Power Ascended for each):

Protection: Stoic Reins of the Vigilant Charger (blue/lilac)
Retribution: Harsh Reins of the Vengeful Charger (red/silver)
Holy: Heraldic Reins of the Valorous Charger (lilac/golden)

They are purchasable from Crusader Lord Dalfors for 1000 Order Resources.

Written in Stone - kill and loot Arcanist Kel'danath
Subject 16 - go back to Shal'Aran (/way 34.82 48.0 Entrance)
Kel'danath's Legacy - leave it again and use your extra action button on Withered Shambler
Sympathizers Among the Shal'dorei - meet Silgryn near 39.2 71.3 (patrols)
The Masks We Wear - follow him to 40.3 71.3 and pick up the Enchanted Party Mask from the table. Use it to get the costume Enchanted Party Mask and talk to the Masqued Reveler. Take care of High Mage of the Duskwatch. Meet Ly'leth Lunastre and click the dialogue
Blood of My Blood - inspect the Memorial, summon and defeat Anarys. Click his dialoge option and return to Ly'leth Lunastre
Masquerade - use your quest item Mask of Mirror Image, turn in and get your Masquerade button

If your Broken Shore is empty and you don't see the questgiver, make sure you've completed "Assault on Broken Shore" from Khadgar and the quests should show up. You might need to talk to Maiev and complete Champions of Legionfall at your order hall, and your specific final class quest chain to get the final champion, before your class-specific questgiver will show up at the Broken Shore for your class mount quest.

dunno if this will help anyone, but if you didn't play legion and you're kinda lost figuring out how to get to this specific chain: you need to do the Path of the Light chain before you can complete this one for your mount. i did up to A Falling Star and it took me a while to realize that's where it led.

To be able to see and pick up this quest you need four things.

-Finish your class campaign up until the Forged for Battle achievement
-Completed the Broken shore intro so that Khadgar is standing at deliverance point
-Have the Breaching the Tomb achievement completed on at least one character (faction or server doesn't matter)
-And finally what isn't mentioned almost anywhere: Complete the Champions of Legionfall questline, started from deliverance point up until it's completion.

After these four requirements are met, you can start the Worthy of the TItle mount questline from Deliverance Point.
