I did not get my Manifesto from a Lowlife. I got mine from a Nethersworn Assasin. Lots of competition for them but they respawn fast.

If you are searching for the Quest "Secrets in the Underbelly" for feral artifact weapon. the correct runes are:

Dregla
Taam
Talar

Then talk to the guy to activate the portal

What you need to do in the underbelly, is kill assassins until you loot a manifesto, then swap it into one of the friendly guards with a ? over his head, to complete and get the next quest.

Yes, you can hire a bodyguard while on this quest if you want to avoid any... hassle

Not the greatest design encounter, with every shadow priest, warlock running around killing each other in the sewer. The drop rate from the assassin are also not the greatest, and they don't always show up.

It might just be me but while I was on this quest it seemed to turn off all PvP flagging in the Circle of Wills while I was on it -- I got the debuff if I left the mission area but while in it the debuff was gone and I was still able to fight bosses, pet battle the Ninja Turtles and open the Underbelly Spoils chests.

You do get attacked by the assassins from time to time but they're fairly weak, so this might be a great way to stock up on Sightless Eyes uninterrupted.

Empowering Trait Questlines
There are seven questlines, providing variation among roles and specializations. You can pick up this quest after earning 35 traits on an artifact weapon. The quest starts from The Broken Shore: Investigating the Legion and Khadgar encourages you to find Mysterious Runebound Scroll from a random mob on the Broken Shore. Which gives you Legion Threat: Suramar and then Legion Threat: The Necromancer

Archmage Karlain will give the quest the Twisted Twin which is spec specific. The specs for this quest are Shadow Priest, Affliction Warlock, Marksmanship Hunter, Balance Druid, and Frost Mage

First, dont forget to hire bodyguard from Raethan if you dont interested of mass pvp.
Nethersworn Manifesto drops from mobs that you need to ask. Some of them run away, some - charge you.
You also may assist another players and loot their mobs being pulled. Seems, drop chance is low.

I was wondering if the Karam Magespear glitch that renders you PVPless still in operation. Just saw players with pvp on kill a player that had that NPC with them while he was opening a chest. Did the Wow gods fix that?

The orange question mark turn-in, I go to the x y coordinates at multiple levels but I still can't find where to turn in. Oh, later the question mark went on top of my followers head.

FYI, was attempting to do this quest this morning as a lvl 50 hunter. The assassins that show up are at LEAST lvl 60-61 (black skulls when you hover over their names), took out my hunter in a quick fight multiple times before I could complete the quest.

As of today (Patch 9.2.5), the Assasins are now Players Level (lvl 45-46 for my affliction lock). The Quest is again doable.

Description

So my brother has gone off to perform some ritual with these cultists? That explains why he left, but still not to where... Wait! This letter mentions some of these "Nethersworn" cultists seeking reagents in the Underbelly. Perhaps we still may be able to find them if we hurry!
