The respawn rate on insurgents seems to be dramatically low, despite plenty of people in the area. Not sure if working as intended but compared to other similar quests, this doesn't seem right at the time.

I don't know what's up with blizz and these Fetching quests with few spawned targets, and even lower spawn rate. One more reason to not use CRZ in a fresh Expansion.

Edit: Has anyone tried grouping up to 4 other player to see if it can be shared?

- cannot click on the same NPC twice
- only one person can click a NPC, then the NPC goes away, so be fast
- respawn times are 7-8 minutes

Quest takes forever to complete alone, so find a group in group finder, it's much easier that way.

You don't need to get this quest complete to finish quest chain and gain credit for achievement.

Whoa, really awesome quest that teaches you patience. Okay, it's not, bad sad quest. You have to find Shal'dorei Insurgent nps across the Grand Promenade area. Few things to know:

Respawn timer is dramatically low atm
Seems, they repawn only outside of buildings
There are many mobs that break your masquerade
If npc's fighting, you have to slay their opponents before interacting

If "A Better Future" was Blizzard's attempt at sarcasm they definitely knocked it out of the park. I've never seen so many sneak-thieves and tricksters in my life. I started pulling mobs for fun after I had finished the quest and would have at least 5-10 people show up out of nowhere assuming I was clearing to interact with an insurgent trying to wait for a chance to grab.

I wonder if they just hotfixed this. I gave up earlier today, and when I came back to it now, they're respawning much faster, and I was able to finish in 5 minutes.

You can search for a group in the group finder to make things easier. However, sometimes you don't get credit when someone else talks to the NPC, but it's worth it rather than having to run around by yourself.

That being said, this is one of the worst designed quests in the history of Warcraft. I don't understand Blizzard's tendency in Legion to make quests with NPCs or objects that have extremely long respawn times, that aren't subject to personal phase interactions (i.e. the hippogryph eggs in the Azsuna world quest), or where you can only interact with one object at a given spawn location. It took me nearly an hour to get this quest done, which is bull%^&* given the fact that it should take 5 minute tops.

Just completed this after leaving it idle in my quest log due to the horrendous quest design.
It seems the spawn rate of the required NPC's to talk to was drastically improved and it was simple enough to complete, but when I went to hand in I couldn't.
Thalyssra who the quest completes with is no longer at the forward elven camp where the complete quest "question mark" shows on my map. So I went to Shal'aran where Thalyssra is and she won't accept my quest either. So even after fixing how horribly slow and tedious this quest was to do, they have now made it impossible to hand in. This has to be one of the worst quests Blizzard has done.
I guess I'll leave it in my log for a while to see if they fix it. Will be very annoyed if after all the time spent to get the first 3 NPC's for the quest (about half an hour before I gave up) I am not even able to get the tiny reward from this quest at all after having finally completed it once it was improved.

To find them easily just look for npcs in combat, they'll be fighting insurgents. Otherwise /tar Shal will be sufficient.

I used the way points above, and finished the quest in 10 minutes. You have to kill the guard who is standing next to the NPC in order to click on it.

If you skip this quest since its an optional one, im afraid you cannot pick it up later down the line since the quest giver is no longer there.
