If you're confused with the "Captive Leader rescue" part of this WQ you have to kill an NPC called Chompkeeper Baggrul, that's just down the ramp from the cages on top of a platform to the left above 2 Basilisks, just before the race track.

Most of this world quest is straight forward, but finding "The Captive Leader" is a bit tricky. You need to kill Chompkeeper Baggrul. He is located on the lowest level of the cave on a perch to the left above two basilisks. If you've reached the snail raceway then you've traveled too far. Turn around and look up.

The Flight path is Stonehoof Watch. Run a bit to the south on the road and up the snowy hill on the right. At the top keep going straight, then go right when you see a way up, and then follow around to the left, to the first cave on the left. Coordinates are 54.55 75.26 to entrance.

This is NOT the same cave as the Darkbrul Arena cave. It is directly opposite that cave, and slightly further downhill.

Fly to Stonehoof Watch. Take the path West until you reach a crossroads. Turn South (left),
then almost immediately take another left before the broken bridge across the stream and go Southeast up the snowy hill.

Note: This route uses very obvious landmarks to keep the player on track, and the route is not as absolutely short as it could be.
However, if you just want to get there ASAP...

Shortest and VERY unsafe route:

This will likely require you to skirt the rim of the area in a clockwise fashion to avoid the World Quest Bosses
Drugon the Frostblood and/or Mawat'aki in the center of the bowl shaped area.

I can't get this quest to work at all. I've released dozens of captives but never get credit for any of them. So the remaining parts of the quest are never revealed. What's up with this?

After killing Chompkeeper Baggrul to free the Captive Leader you'll need to fight the Ronir Wrangler. From Baggrul, continue further down to the snail racing - at the far end there's a ramp up to the right. As you go up, you'll see some friendly's waiting for you - then kill Ronir and you're done. From Baggrul to Ronir you basically have to go the opposite way of what it looks like you should, but this worked for me.
