Kill mobs around the area for Legion Portal Fragment , in order to create Greater Legion Portal. The portal spawned Vizuul the Twisted, though he had 31 mil hp for me.

Not soloable** thanks to an imprison mechanic like that of the robotaur boss in Arcway. Doesn't do much damage otherwise, so a couple of reasonably geared DPS plus a tank should be plenty.

Actually there are 2 ways to solo Vizuul:
1. You can kite him up to the Flightmaster and wait until the guards kill him. (According to a Wowhead comment)
2. You can reset him and wait until he stand inside his portal. After the reset he dont attacks you back but despawns after ~3 min.

The Legion Portal Fragment can be looted from any demon on the Broken Isles it seems. I got mine in The Arcway.

Did it today in a pug group as a tank with a mage. We didn't have enough dps to kill him in time so he did his prison thing and then just smacked both of us. After that we pugged a full group with 2 more dps and a healer and he was dead in seconds.

If you go up the hill to the section with the cages and felhounds, they respawn very quickly (esp if there is a world quest) and you can farm them for the portal pieces. Took me about 10 minutes or so.

If you want the fastest way to get the key ever, go to Grizzleweald (roughly 66,77) in Val'sharah and kill the grells. They drop the stone fragments, and re spawn like rabbits. Took less than a minute to get my key.

You are here because you took the flight path to Illidari Perch in Azsuna, then went to the Altar of End Times at 27, 50 in Faronaar, and you can't click on anything.

You read the quest, and it is one of the more confusing non-straightforward quest descriptions out there. Then you came here to find out what the deal is...

So, basically what you need to do, is collect (5) Legion Portal Fragment, with which you can form the complete Greater Legion Portal Stone.

As another comment mentioned, I just kept killing the Manastalkers and other NPC's in the area of 38, 45 Pits of Despair.

None of the NPC's will show you a mouse-over description that shows the Legion Portal Fragment

It took me about 20 minutes to get all (5) Legion Portal Fragment.

Click on the stack of 5 and create your Greater Legion Portal Stone.

Now head back to the 27, 50 to the Altar of End Times again, kill off the 4 NPC's around the center of the altar before you use the Greater Legion Portal Stone.

Upon summoning him, if you are in a group he's an easy kill. If not in a group, if you reset him, and then attack him again he won't fight back. So as a hunter I feigned death, then upon attacking him again he did not fight back at all and I was able to down him and get the Twisted Runebindings off his corpse.

Hopefully this explanation helps a little bit. Oddly enough, upon reading the quest description after figuring all of this out, the description makes more sense.

As it turns out, dying is also a great way to reset the boss. :D I tried the kiting method but he killed me on the way. When I rezzed, he was just standing there as others have described. I hit bloodlust and took him down without him moving a muscle.

Introduction
This quest is part of a comment-size guide for "Balance of Power." questline. Quests are pretty much self-explanatory and all it takes is some time and good will to complete them. Completing this questline rewards Artifact Appearance (Appearance 3, Tint 1).

Part 1
Image of Kalec appears in your Order Hall and gives you the following quest:
The Power Within (Meet Archmage Kalec at Azurewing Repose in Azsuna.)
Reasons behind appearance of Archmage Kalec in your Class Order Hall are not yet completely understood but most people noticed him few days after they completed their Class Campaign.

Part 2
From there you take a next quest from Senegos:
The Heart of Zin-Azshari (Retrieve the Heart of Zin-Azshari and defeat the Wrath of Azshara in the Eye of Azshara on Mythic difficulty.)

Part 3
After completing the previous quests you receive a few new quests (exactly 3: two from Senegos and one from Archmage Kalec).
Senegos:
A Vainglorious Past (Obtain a Vainglorious Draught from Veridis Fallon.)
- You can purchase Vainglorious Draught from Veridis Fallon in Crumbled Palace in Azsuna for 150g (Requirement: Court of Farondis - Honored).

Fallen Power (Recover a Corrupted Essence from Oakheart and defeat the Shade of Xavius in Darkheart Thicket on Mythic difficulty.)

Archmage Kalec:
Tempering Darkness (Obtain 30 Blood of Sargeras.)
Should not be a problem since by the time you get that quest and if you did not spend any Blood of Sargeras you should have some stacked up simply by completing Dungeons and World Quests.

Part 4
Archmage Kalec:
Lucid Strength (Absorb the power from the Corrupted Essence using the Heart of Zin-Azshari.)
Right next to you.

Part 5
Senegos:
The Wisdom of Patience (Await the opening of The Emerald Nightmare, then report back to Senegos in Azsuna.)

Part 6
Archmage Kalec:
In Nightmares (Obtain a Deathglare Iris and the Horn of the Nightmare Lord from The Emerald Nightmare.) NOTE: NOT doable with LFR. It has to be Normal difficulty or higher. In order to complete this quest you need to kill 2 bosses: Il'gynoth and Xavius and loot mentioned quest items.

Senegos:
Essence of Power (Collect 30 Corrupted Essence from The Emerald Nightmare.) This quest gave me a weird WoD and Khadgar flashback. NOT doable with LFR. Only Normal or higher difficulty. Essences ~~do not~~ have a 100% drop rate and bosses can drop 1-2 3 Corrupted Essences at the time.

Part 7
Senegos:
Essential Consumption (Absorb the combined power of the Corrupted Essences using the Heart of Zin-Azshari.)
Right next to you.

Part 8
Archmage Kalec:
Repaid Debt (Meet Archmage Kalec in the Shal'Aran in Suramar.)

Part 9
Thalrenus Rivertree:
Lost Knowledge (Obtain the Scroll of Elun'dris from First Arcanist Thalyssra.)
- Costs 120g. Requirement: The Nightfallen - Revered).

Part 10
Thalrenus Rivertree:
Borrowing Without Asking (Recover a Containment Crystal from the Vault of the Wardens on Mythic difficulty.)

Syrana Starweaver:
Rite of the Captain (Take Advisor Vandros' Eon Winder from The Arcway on Mythic difficulty.)

Lothrius Mooncaller:
Literary Perfection (Find Lothrius' first edition copy of "Wards, Sigils, and the Nightborne Way" in the Court of Stars on Mythic difficulty.)

Part 11
Syrana Starweaver:
Twisted Power (Use a Greater Portal Stone to summon Vizuul the Twisted at the Altar of End Times in Faronaar and collect his runebindings.)

Part 12
Syrana Starweaver:

Part 17
Ashildir:
Odyn's Blessing (Obtain Odyn's blessing in the Halls of Valor on ~~Heroic or~~ Mythic difficulty.)
- Use Grand Feast of Valhallas when you enter the dungeon - at the start. You can enter the dungeon alone, put the feast down, get out and then get a group to defeat Odyn and get his blessing. After you defeat him wait for him to finish his speech (RP) and then you can collect his blessing on the loot chest.

Part 18
Archmage Kalec:
Planning the Assault (Await the opening of the Nighthold, then meet Archmage Kalec in Shal'Aran.)

Part 19
Archmage Kalec:
Into the Nighthold (Collect 20 Nightshards from the Nighthold on Normal difficulty or higher.)
- Try and complete this quest without killing Gul'dan because if you kill him before acquiring The Nighthold: Darkness Calls quest in Part 20 he won't drop quest item for you this week and you'll need to wait for a next reset to complete The Nighthold: Darkness Calls quest in Part 20.

Thalrenus Rivertree:
The Nighthold: Delusions of Grandeur (Collect the core of Trilliax and Grand Magistrix Elisande's Millennia Tome in the Nighthold on Normal difficulty or higher.)

Part 20
Archmage Kalec:
The Nighthold: Darkness Calls (Bring one Gul'dan's eyes to Archmage Kalec on Normal difficulty or higher.)

Part 21
Archmage Kalec:
Balance of Power (Absorb the combined power of the Nightshards and the Eye of Gul'dan using the Heart of Zin-Azshari at the Lunar Crucible.)

The resetting him method did not work for me. He reset and wouldn't hit me, but he was evading so I couldn't damage him. Easiest way is just to use quest group finder. Took like 2 minutes for 3 people to join me, then less than a minute to kill him.

You may, already, have 1-2 fragments in your inventory, due to killing mobs, for World Quests, etc.
legion portal fragment.. search your inventory first.

Just a heads up for those of you that are worrying about grouping up for this:

If you bring along a tank friend and your dps is 550k+, this is piss easy. Half his health was cut down in about 5 seconds. I did this as BM, and I believe one of my pets could have tanked for me.

As always with grouping quests, the suggested players is 1-2, not 5.

If you have issues mustering up the DPS for him, there's Unstable Riftstone on the floor around the portal which might help.

I spent a while farming fragments, then couldn't solo him, so joined a group, we used my summoning thing, killed boss. Moral of the story: You don't have to waste your time farming fragments, just join a group, some sucker like me will have spent 20 minutes farming up the fragments already so you just have to kill the boss :)

Dying to turn him into potato mode doesn't always work. Tried that, he stood there permanently evade bugging until despawning. Bloody stupid of Blizzard to make mechanically unsoloable quests, once the expansion launch wave of players on the quest dies down, it becomes harder and harder to group up.

The bug to turn him into a target dummy still works in ~~7.2.5~~ 7.3.5. Just mount up after summoning him, agro him then fly away, he resets then you can kill him as a target dummy.

Totally idiotic fight. If you solo him he uses an ability Nether Imprisonment to imprison you (looks more like a bug than anything as I was half underground) and you die. Then when you rez and come back he just stands there and does nothing as you kill him.

Totally stupid. Cool looking mob but yeah....

Also, I tried both ways of getting the fragments (on 2 different toons). Killed the grells and just killed the imps in the Trickster area (right near where you summon the boss). I didn't see any difference, I'd just kill the imps as it's close.

Quick and easy.
Kill demons around Faronaar for the fragments. You'll probably get one or two of those stones that allow for mind-controlling a demon in the process.
Combine 5 fragments into the summoning stone, use it, mount up, wait until boss spawns and you get aggro, fly away, come back, MC one of the nearby elite Infernals, beat the crap out of the target dummy and you're done.

If you're dps or a tank and have a 900+ gear score, all you need to defeat Vizuul is one other person in order to avoid his bugged debuff. He has all of 28m health, my frost DK and a feral druid shredded Vizuul in about 10 seconds flat.

I was able to Solo this using a bug
I could not find a group to do this, So after I opened the portal a giant mob came, first time he killed me
then I resurrect and come near him I stand outside of the circle and nuke him, he seems not to noticed me
so I kept nuke him till he down

Solo'd this as a ilvl 955 (2018-01-18) shadow priest. The problem was the imprisonment part, that I couldn't survive through. Once I died, the boss reset - when I came back, I was able to nuke him down.

Can confirm as of Jan 25th 2018, Vizuul still does not attack when he is reset. Super simple. Summon with greater portal stone, get on flying mount, let him aggro, fly up, de-aggro, and then kill him.

Even if you don't bug it he dies stupid fast if your gear is current.

Just for anyone working on this quest after Antorus has been out a while, a decently geared toon can easily do this on their own. No need to gather up the suggested five players. (Seems like common sense, but I was unsure if the quest items would get lost after I attempted it, and didn't want to waste more time gathering more).

If you dont want to travel far or spend too much time just head a little bit north east of Faronaar Above the flight point on the map in Felsurge nest kill the Felsurge Spiderlings. Takes 3 mins tops

Soloing tip for those unable to use other methods mentioned here:

Pick up an Amulet of Command. One will almost certainly drop while farming the Manastalkers or Imps for Legion Portal Fragments. (Personal preference: The imps around Mother Ozram @ 31.3,50.6 respawn rapidily, giving a Greater Legion Portal Stone in 5-10 minutes).
Enslave a Netherflame Infernal that pats around the Portal area.
Summon Vizuul.
Once he has been engaged, dodge Hammer Strike and interrupt Fel Firestorm. Vizuul will use Nether Imprisonment on the infernal pet, making the fight trivial.

Kill mobs all around the are to collect 5x Legion Portal Fragment which creates a Greater Legion Portal Stone to activate the portal and summons Vizuul the Twisted. He's easily soloable with some decent gear.

I was farming for the key parts, when another player randomly walked up and activated the portal. I was able to kill it with him and get the bindings. Meaning, only one person has to farm it!

The reset bug didn't work for me on latest patch (BfA pre-patch). I died and came back and he still attacked me. I couldn't kite him all the way to the flightmaster either.

But you can outrange the imprison mechanic. I kited him part way up the hill then solo'd him there. 215 prot warrior.

this quest is so dumb, drop chance is way too low, had to spend 30 minutes on a lvl 120 to get the stones, then I used the item and it tells me , im mounted, and guess what, there is cooldown if you use it., so I had to wait an other minute for it.

Fastest way I've found for farming the fragments is by killing the spider demons on the Isle of the Watchers. Coords 41.5 - 87.0. Getting all five fragments takes maybe 2min?

I went to Grizzleweald and killed dozens (at least 15 minutes) without getting a stone. I went to Isle of the Watchers (recommended by GrizzleyGrif below) and got all five within the first minute. Maybe it's a coincidence, probably not.

Soloed a few times at 120 through a few toons, I sometimes have trouble with killing Vizuul because of his Nether Imprisonment. Depending on your gear and ability to burst quickly with CDs, you can kill him before he first casts the imprisonment and save you the trouble. If you want to have an easier time, bring a friend, or It could be worth it to use some form of lust such as the leatherworking drums

He's pretty much unkillable now. He takes next to no damage, and on at a time he stuns party members on that platform and beats them to death.

Looks like they didn't want people completing this achievement after Legion.

As others have said, pretty quick and easy at 120, as long as you have some mediocre level of gearing (~375-380ish). He's only got around 250k HP. You can easily burst him down before he casts the first imprisonment.

To find the fragments to make the portal, I headed to 66, 77 in Val'sharah as some of the comments suggested, and after 5 ish minutes, I had all the fragments needed.

Just ignore all the comments that say to go to various places for supposed best drop rates. Just stay on Faronaar and clear out a few of the Legion structures and surrounding areas on the south of the island and you will have your 5 fragments in no time.

Don't use the Greater Legion Portal Stone (the 5 minor stones combined, i.e. the Quest item) while mounted or you'll have to wait the full 60s for it to go off cooldown.

Fast way: Use the green portal nearby (north-west, behind a broken pillar) to teleport on their ship => kill all => loot portal fragments.
Or not so fast way: kill the fel golems and imps drom it as well.

these quests where you have to kill mobs to get an item to create another item, is dumb. it should not take 45 mins to get 5 stones. make the drop rate higher. this doesn't make the game fun. and yeah, i made an account just to make this comment.

Based on some of the comments here I alternated between killing some elites around the ground level area then used the portal northwest of the area to go up and kill mobs there.
Took me a total of 7 mins to get all 5.

Twisted Power

Description

It is time we put our work to the test by infusing the most potent source of power I know of - fel magic.

Rarely, the Legion's minions will carry fragments of the greater portal stones used to usher in their eredar masters. If you gather enough to form a complete stone, you can use it in Faronaar to call forth the eredar lord Vizuul the Twisted at the Altar of End Times.

The bindings Vizuul wears to augment his power should push the Heart to its very limit.
