Scout Harefoot is on top of the mountain at 54.4, 41.1 in Highmountain. The path up the mountain starts at 53.1, 35.7, you can get there if you turn right when you enter the Haglands from Skyhorn side. On top of the mountain talk to scout and Mynta Talonscreech will appear after a few waves of enemies.
She's a part of Adventurer of Highmountain achievement, drops Harefoot Pinnacle Wrap.

Killing these harpies had to be the most annoying thing I've done in Legion so far...as a melee, you just get trapped in their wind blast ability and just sit there doing nothing for 10-20 seconds at a time. Can't break b/c they're out of melee range (and there are 3 of them), can't move forward or to the side to escape. WTF

For the achievement Adventurer of Highmountain you also need Scout Harefoot.
Coordinates: 54.4, 41.1 - Highmountain, Darkfeather Valley, The Haglands, Heymanhoof Slope,
Flight point: Skyhorn, Farah Skybeak
Item: Harefoot Pinnacle Wrap

from Skyhorn goes north through the Darkfeather Valley until the Rockcrawler Chasm. Before the cave, goes right up the hill in "The Haglands"... from there take the path on the right side to the top of the mountain ... you will reach "Heymanhoof Slope". Talk to Scout Harefoot, you have to defeat two waves of enemies with three harpies and the rare Mynta Talonscreech. A little hint, stay in the hut during the fight or run against the Burst of Air, be careful. After the fight you can take the Unstable Sled to go down from the mountain safely. You will landing in "Prephoof Compound" and you can use the flight point from Brun Prepfoot.

To kill these harpies without getting blown off the cliff, especially if you're having trouble as melee, stand in the doorway of the hut as much as possible. They wont come all the way inside, but when they blow the forceful wind at you, you're safe in the hut. Circle around behind them once they cast the wind, because they can't turn on you until they are done casting. Beat them up from behind, then when they turn, run back to the hut entrance before they blow wind again. Rinse, repeat. After you kill the boss and loot, take the sled down the hill, steering until you land near the flight path. WHEEEEEEE!

P.S. If you get knocked off the mountain, use slowfall, or use a glider, or use the Emerald Winds toy, or bubble. If you die anyway, you'll have to run back to the top of the mountain where you got blown off, then jump down to your body. Rez and then use your Flight Master's Whistle to take you to the nearest FP, and then run back up the mountain to try again.

Don't go in the hut to fight the first two waves, You will be trapped against the wall inside. As melee, I stayed outside after trying the hut and dying twice. Stay outside but away from the edge of the mountain and you will be able to get out of the wind they generate and get close enough to kill them. The last, the Vilewing Screecher, is pretty easy after the first two waves.

If you're having problems and the npc doesn't have any dialog option try jumping to other realms.
On my realm he was kneeling inside the hut and I couldn't talk to him, but when I changed realm he was standing outside of the hut waiting to start the fight.

Why is no one talking about how after the engagement, she walks back out, despawns, AND LEAVES A BABY BEHIND! Poor parenting, seriously.

I think this is bugged? not sure what I am doing wrong if not.
First two waves will come but not the boss. He also despawns from inside the hut after the first wave.
