This is the quest you have to complete to obtain your Town hall in your garrison to level 3 (Tier 3)

As you finish leveling in Draenor you may be ended up way behind the amount of required Garrison Resources to build up the last tier of Garrison. If you're like me and want to build it up on day #1 of your level 100 you can do several things such like build up and do the relevant quests for the Lumber Mill building that provides some resources even if you minus the build cost the outcome will be positive. Please note, Huge Ogre Cache does not work correctly, the 1000 resources will not be added to your quest counter. To make it count, simply abandon the quest and pick up again. You can also do some side quests you may left behind that reward high amount of Resources:

Bounty: Twisted Ancient x75
WANTED: Kuu'rat's Tusks x75
A Curse Upon the Woods x35
An'dure The Giant x55, short side chain starts with Trouble In The Mine
Orunai Coast x45
Shooting the Breeze x40
WANTED: Keeho's Severed Paw x100

Along with the quests, there are notable, easy-to-get items around Draenor that grant us Garrison Resources on use. Obtain those becomes our top priority task in the times we're out of Resources:

Amethyl Crystal can be looted from Amethyl Crystal in Talador. Grants 100.
Surplus Auchenai Weaponry can be looted from Draenei Weapons in Talador. Grants 100.
Exploratron 2000 Spare Parts can be looted from Explorer Canister in Gorgrond. Grants 50.
Iron Horde Weapon Cache can be looted from Weapons Cache in Gorgrond. Grants 100.
Toxicfang Venom can be looted from Toxicfang Venom in Spires of Arak. Grants 100.
Shadowmoon Astrologer's Almanac can be looted from Shadowmoon Exile Treasure in Shadowmoon Valley. Grants 25.
Recipe: Fiona's Remedy can be obtained by completing Fiona's short questline in Shadowmoon Valley. Grants 25.
Giant Kaliri Egg can be looted from Kaliri Egg in Shadowmoon Valley. Grants 25.
Icemother Milk can be looted from Canyon Icemother in Frostfire Ridge. Grants 25.
Pile of Frostfire Turnips can be looted from Goren Leftovers in Frostfire Ridge. Grants 25.
Magnaron Heart can be looted from either Valkor or Vrok the Ancient in Forstfire Rige. Grants 100. //Note the drop chance is low. Also one chance per day per character.

Another efficient way to gather resources is to kill rares and open treasures. I was able to push from 1200 to 2000 in only 2 hours of rare-killing. All of them drop 10-35 pieces of Garrison Resources and Treasure chests also can contain some.

Note to remember, Gorgrond is a special zone with building-specific treasures. With the Arena outpost building you will able to break 25 boulder treasures while with the Lumber Mill outpost building you can weed out 25 thornvines. Each of them contains 15-30 resources and you can do BOTH boulders and thornvines by changing your outpost building. However this method is only for emergency cases because the price of changing the building is so high.

On an end note, don't forget to loot your Garrison Cache pile next to your town hall from time to time, the rate of the cache is tend to be 1 resource per every 10 min.

Update: 6.2 - Tanaan Jungle: Finally, we're able to grind Garrison Resources infinitely from the non-treasure containers mostly at around Aktar's Post in Tanaan Jungle. Those shards contain 15-50 resources each and they respawn quite frequently so we can farm them as long as we want. Unlocking Tanaan Jungle for the farmer character is not needed, it's free to fly there and farm. You can learn more about those container types in my guide here.

I just noticed something. I am playing Alliance and hit 100. I picked up this quest and tracked it. At the time I got the quest, I had 974 Garrison Resources. I upgraded a building and started some follower quests (not thinking to save the currency). I then was down to around 100 Garrison Resources. My counter still read 974/2000. Cool!...?

I earned some more Garrison Resources (now up to 200-something) and my counter remains at 974/2000. So it appears one must get and hold on to all 2,000, not just "earn" them.

I suppose the mission text is fairly clear when it says "Gather 2000 Garrison Resources" and not "Earn" them. Though, earning would have been nicer.

Long story short: make sure you have upgraded and spent all you want to before doing this quest / upgrade.

When I dinged level 100, I already had 2000+ Garrison Resources saved up, but the quest tracker showed 0/2000. I was a bit confused, but I collected the resources that were in Garrison Cache to see what would happen, and once I did that, the quest tracker updated to 2000/2000 Garrison Resources.

So, if you already have 2000+ Garrison Resources when you pick up this quest, you might need to go collect more resources to get the quest tracker to update and show that you really have them. Pick up the cache, go kill a rare, complete a mission or whatever to get more resources to get the quest objective to complete.

You're not going crazy. The mailbox in the level 3 town hall is indeed on the opposite side of the steps from where it was in level 2. This can get confusing when mailing around things between alts in different garrisons.

im not sure if u guys already realised, but upon completion of the quest, Alexston says he "already ordered a larger paper draft", which means we will have a Level 4 garrison "soon" (probably next patch or something...)

I don't understand this completely do u need 5k gold and 2k resources to get to tier 3, or do u just the 2k resources to get to tier 3?

When given this quest (My Very Own Castle) I already had more than 2000 Garrison Resources which showed on the quest page. There was nothing to say in the quest page that I had to pay 5000 gold as well, yet on the Garrison Architect this is indicated.

Is this correct, as I do not want to pay this amount if it is not correct. There was no mention of paying gold in the above comments so I am just checking first.

What a rip off. 5000gold!
Not worth it for Alts.
Just did a few days of dungeon runs to gain gear and I jumped in LFR and on my way to Raids.
They need to remove the Paywall.

IF YOU ARE OVER 100 AND DON'T HAVE THE QUEST: My hunter is 101 and I couldn't figure out why I didn't have this quest. Apparently I had droppped it so it was no longer showing up over the Baron's head. This could also be the case if you went up to 110 and don't have low quests on your map. I finally found out where it comes from.

The Baron is right by the table so just click him to pick up the quest again and complete it.

I ran around forever trying to pick up another 2000 resources after turning 100 thinking that was the problem but it was only because I'd cleaned out my Draenor quests from my log after getting to Dalaran for the next x-pac.

Commander! Some good news. I finally got that new larger draft paper in that I ordered when we first came here. And do you know what larger draft paper means? It means I can draw a bigger castle! And if I can draw it, we can certainly make it! Making it is the easy part, assuming you have a few thousand stones and logs lying around. So what do you say, sir? Shall we get building?
