The Gnomish Location Transponder drops from Karnoth which spawns during the quest Shadows Awaken

Random drop as Draewind says, but you must have trained the Engineering profession. I got one off normal mob in Gorgrond.

As long as you have Engineering trained, this has a small chance to drop from Draenor mobs. However, you can get it guaranteed from Karnoth (who also has the other required drops for production professions).

If you would like to pick this up quickly (say, to grab a quick Ultimate Gnomish Army Knife), work the garrison questline through Delegating on Draenor. The prerequisites are Pale Moonlight, Ship Salvage, Keeping it Together and finally Qiana Moonshadow.

After completing Delegating on Draenor, pick up A Hero's Welcome from Yrel and continue that line until Shadows Awaken for Karnoth.
